Department Description

The Human Resources Department provides various functions for the taxpayers of Genesee County, including:
  • Administering New York State Civil Service Law for the County as well as all municipalities, school districts, and libraries within the County;
  • Serving as the central Human Resources agency for all units of the County government including administration of the County's health benefits;
  • Managing the conduct of labor relation activities for all bargaining units within County Government.
  • Determining eligibility for County employment and providing training and guidance on labor relation issues, and serving as a resource for any and all labor-related issues;
  • Providing residents with information about opportunities of public employment, including requirements and qualifications.

Mission 

Civil Service

To provide quality administration of all phases of NYS Civil Service Law to provide a diverse, qualified, dedicated pool of candidates based upon merit and fitness, in order to provide effective, efficient delivery of public services to County residents.

Human Resources

To proactively develop, implement and administer Federal and State employment laws, rules and regulations, and County policies and procedures fairly and equitably for all County employees.

Labor Relations

To facilitate an atmosphere in which the Legislature, Management, and Labor can work cooperatively to provide a healthy, productive work atmosphere for all County employees.
