DIRECTOR OF FACILITIES II, PROM. #75-737

 

SALARY:  Varies by School District.

VACANCY: This examination is being held to establish an eligible list to fill future vacancies as they occur.  An eligible may receive only one permanent appointment from this list. Once appointed, there will be a Probationary Period of 8-26 weeks based on performance of duties. During this probationary period the Department Head has the ability to terminate employment, without cause.

Even if you are only interested in a promotion, you MUST take the corresponding statewide examination for the title listed above and for which you meet the minimum qualifications. Even though you must apply for both the statewide open-competitive examination and promotion examinations, you only have to take one examination which will be used to establish both the statewide open-competitive and the promotional eligible lists for that title.

PROMOTIONAL QUALIFICATIONS:  To participate in the written test to be held on January 24, 2015, you must be employed in a competitive class position at LeRoy Central School Districts, AND meet the following open-competitive qualifications.

Either

A.        A bachelor’s degree or higher-level degree in school facilities management, engineering, engineering technology, or building construction technology and two years of experience in school facilities maintenance, general building construction, building maintenance, or repair work in two or more of the skilled trades*, which included two years of supervisory experience [IF CLAIMED, PLEASE ATTACH A COPY OF YOUR OFFICIAL COLLEGE TRANSCRIPT AND INDICATE ALL RELEVANT EXPERIENCE ON YOUR APPLICATION];

OR

B.        An associate’s degree or higher-level degree in school facilities management, engineering, engineering technology, or building construction technology and four years of experience in school facilities maintenance, general building construction, building maintenance or repair work in two or more of the skilled trades*, which included two years of supervisory experience [IF CLAIMED, PLEASE ATTACH A COPY OF YOUR OFFICIAL COLLEGE TRANSCRIPT AND INDICATE ALL RELEVANT EXPERIENCE ON YOUR APPLICATION];;

OR

C.        Six years of experience in school facilities maintenance, general building construction, building maintenance, or repair work in more than one of the skilled trades*, which included two years of supervisory experience [IF CLAIMED, PLEASE INDICATE ALL RELEVANT EXPERIENCE ON YOUR APPLICATION].

*Skilled trades include journey level experience as a carpenter, electrician, mason, plumber and/or heating, ventilating, and air conditioning installers.

Non-Qualifying Experience: Experience limited to building cleaning is not qualifying. Building cleaning is defined as activities primarily involving a variety of inside and outside activities including, but not limited to, washing walls and windows, polishing floors, cleaning restrooms, or disposing of refuse.

To be eligible for appointment from the promotion eligible list: You must be a qualified employee of LeRoy Central School Districts AND have had 36 months of permanent, competitive service as a Head Custodian.

NOTE – FILING FEES: (The acceptance of your application is dependent upon your following these instructions accurately):

A fee of $20.00 is required for each separately-numbered examination for which you apply.  The required fee must accompany your application.  The fee may be submitted in the form of either CASH (if delivered in person), PERSONAL CHECK or MONEY ORDER, (if by mail).  Personal Checks and Money Orders must be payable to the GENESEE COUNTY TREASURER.  Please write the examination number(s) on your personal check or money order.  YOUR APPLICATION FEE WILL NOT BE REFUNDED if you do not meet the requirements for admission to the examination. Compare your qualifications carefully to the requirements stated on the announcement and file only for those examinations for which you are clearly qualified. A waiver of application fee will be allowed if you are receiving unemployment and are primarily responsible for the support of a household.  In addition, a waiver of application fee will be allowed if you are determined eligible for Medicaid, or receiving   Supplemental Security Income payments, or Public Assistance (Temporary Assistance for Needy Family assistance or Safety Net Assistance), or are certified Job Training Partnership Act/Workforce Investment Act eligible through a State or local social service agency.  All claims for application fee waiver are subject to verification.  In order for us to verify your eligibility for an application fee waiver, you must complete a “Request for Fee Waiver” form and submit it with your application by the close of business on the Last Filing Date as indicated on the Examination Announcement. TYPICAL WORK ACTIVITIES:

Supervises staff and may participate in daily preventive maintenance and
     custodial activities, which may include replacing locks, painting, carpeting/floor
     tile/window/drywall replacement and/or repair;

Manages, develops and schedules a preventive maintenance program designed
     to retain buildings, grounds and equipment in a safe operating condition;

Schedules inspections and completes reports for federal, state and local
     regulatory agencies to ensure compliance with codes, rules and regulations;

Inspects and oversees painting, carpentry, plumbing, electrical, and other
     mechanical maintenance and construction work performed by private
     contractors, custodial, or
Maintenance employees to ensure work is in
     compliance with contract specifications, as well as, applicable codes and
     regulations;

Supervises the in-service training of custodial, maintenance and if applicable,
     transportation employees;

Discusses capital projects, maintenance, repair and operational needs with school
     administrator(s);

Reviews the School District’s expenditures from the prior year and assists the
     administration with the budget process by forecasting and planning for the
     upcoming budget;

Monitors expenses to ensure budgetary limits established by the School Board
     are not exceeded;

Recommends purchase of materials and supplies and develops and directs the
     maintenance of the inventory
     control system;

Reviews decisions made by lower-level supervisors regarding work schedules,
     vacation requests, personal and sick leave requests to ensure compliance with
     District policies and procedures;

Maintains records and prepares reports related to operations and the work
     performed and schedules repairs when necessary;

Recommends staffing to administrators and is also responsible for interviewing,
     hiring, evaluating and disciplining departmental personnel;

Manages, and when necessary, performs preventive maintenance and repairs on
     equipment, including plumbing, HVAC and electrical systems;

Troubleshoots problems with equipment, including HVAC and electrical systems
     and may contact contractor to perform repairs when a non-routine issue is
     identified;

Performs inspections on and tests security systems, safety lighting, fire
     extinguishers, fire alarm system, doors, and eyewash stations to ensure proper
     operation and compliance with applicable codes and regulations;

Ensures removal of snow and ice from sidewalks and roadways;

Responds to inquiries from employees, school district administrators and the
     public regarding school district buildings and grounds activities;

Swimming pool maintenance, if applicable, is limited to maintaining pool’s
     cleanliness and the addition of chemicals to ensure a safe swimming
     environment for students/public;

May work with construction managers, architects and/or engineers to develop,
     implement and complete capital improvement projects and other long-term
     plans;

May use a variety of tools and operates a variety of motor and other equipment
     related to building and grounds maintenance and repair including snow
     blowers, lawn mowers, tractors, plow trucks, pick-up trucks, hedge trimmers,
     chainsaws, drills, reciprocating saws, screwdrivers, wrenches, pliers, hammers
     and plungers;

May be responsible for operating motor equipment related to the work.

SUBJECT OF EXAMINATION: The written, multiple-choice test will be designed to measure knowledge, skills, and/or abilities in such areas as:

1.         Administrative Supervision;

2.         Review and Interpretation of Plans and Specifications, the Preparation of
            Estimates, and Oversight of Contract Compliance;

3.         Facilities Management;

4.         Preparing Written Material.

CANDIDATES ARE PERMITTED TO USE QUIET, HAND-HELD, SOLAR OR BATTERY POWERED CALCULATORS.  DEVICES WITH TYPEWRITER KEYBOARDS SUCH AS COMPUTERS, SPELL-CHECKERS, PERSONAL DIGITAL ASSISTANTS, ADDRESS BOOKS, LANGUAGE TRANSLATORS, DICTIONARIES AND ANY SIMILAR DEVICES ARE PROHIBITED.

EXPANDED SUB-TEST DESCRIPTION:

Administrative Supervision-These questions test for knowledge of the principles and practices involved in directing the activities of a large subordinate staff, including subordinate supervisors. Questions relate to the personal interactions between an upper level supervisor and his/her subordinate supervisors in the accomplishment of objectives. These questions cover such areas as assigning work to and coordinating the activities of several units, establishing and guiding staff development programs, evaluating the performance of subordinate supervisors, and maintaining relationships with other organizational sections.

Review and Interpretation of Plans and Specifications, the Preparation of Estimates, and Oversight of Contract Compliance-These questions test for the ability to read and understand typical building plans, layouts, and technical specifications; the ability to calculate accurate estimates of material and labor costs, to oversee construction contracts, and to manage contract compliance.

Facilities Management-These questions test for knowledge of the methods and materials used in the construction, alteration, maintenance and repair of physical plant facilities; the principles and practices involved in managing a building maintenance and energy conservation program; knowledge of typical contract documents; establishing and maintaining accident prevention and safety programs; and the principles and practices used by administrators when participating in the budget process. Questions may cover such areas as building structural elements, electrical and mechanical systems; proper building maintenance techniques, including determining the need for and scheduling repairs; energy conservation practices, including optimal heating plant and cooling system operation; reviewing and interpreting contracts; work place safety, including safety inspections, accident investigations, safety training, hazardous materials, personal protective equipment, and the mitigation of unsafe conditions; and program and capital budgeting, including estimating costs, budget proposals and justifications, controlling expenditures, and implementing the budget.

Preparing Written Material-These questions test for the ability to present information clearly and accurately, and to organize paragraphs logically and comprehensibly. For some questions, you will be given information in two or three sentences followed by four restatements of the information. You must then choose the best version. For other questions, you will be given paragraphs with their sentences out of order. You must then choose, from four suggestions, the best order for the sentences.

CROSS-FILING: If you have applied for other local government or state examinations, call or write to each civil service agency to make arrangements no later than two weeks before the date of the examinations.  You must notify all local government civil service agencies with whom you have filed an application of the test site at which you wish to take your examinations.  The “Cross-filer Form” for Genesee County can be obtained at Genesee County Human Resources, 15 Main St., Batavia, NY 14020 or from our website, www.co.genesee.ny.us.

NOTE: Religious Accommodations--Handicapped Persons: If special arrangements for testing are required, please indicate this on your application. An explanation of your need for special testing accommodations must be attached to your application.  If due to disability – medical documentation must be provided.

ACTIVE MILITARY MEMBERS: Any member of the armed forces of the United States who has duly filed an application to compete in a scheduled competitive examination but was deprived of the opportunity to compete in the examination due to active military duty could be provided with a special military make-up examination.

Current members of the Armed Forces may apply for Veteran’s credits by filing an “Application for Veteran’s Credits” (Form VC-1).  The “Application for Veteran’s Credits” can be obtained at Genesee County Human Resources, 15 Main St., Batavia, NY 14020 or from our website at, www.co.genesee.ny.us. Proof of military status must also be presented and verified in order for consideration of granting of “conditional” Veteran’s credit.  Acceptable proof may include a military I.D. card, military orders, or other official military document that substantiates active military service at time of exam. This documentation and VC-1 Form must be received prior to the establishment of the Eligible List for this examination.  The “conditional” status of the additional credits will remain until proof is provided indicating that the service was in time of war and that the veteran received an honorable discharge, or was released under honorable circumstances.

VETERANS: Additional credits are available to veterans who meet certain established requirements.  Veterans who have not exhausted their credits should make application for their use, if desired.  A COMPLETED APPLICATION FOR VETERANS CREDITS (FORM VC-1) AND a COPY OF SEPARATION PAPERS (FORM DD-214) MUST BE RECEIVED BEFORE THE ELIGIBLE LIST FOR THIS EXAMINATION IS ESTABLISHED IN ORDER TO UTILIZE ADDITIONAL CREDITS.  DISABLED VETERANS MUST SUBMIT, IN ADDITION, A COPY OF FORM VC-3 (AUTHORIZATION FOR DISABILITY RECORD). The “Application for Veteran’s Credits” can be obtained at Genesee County Human Resources, 15 Main St., Batavia, NY 14020 or from our website at, www.co.genesee.ny.us.

ADDITIONAL CREDIT AUTHORIZED:  Additional credits shall be allowed for children of firefighters and police officers killed in the line of duty, as “child” in this section in competitive examinations for original appointment.  (a) On all eligible lists resulting from competitive examinations, the names of eligible persons shall be entered in the order of their respective final earned ratings on examinations, with the name of the eligible person with the highest final earned ratings at the head of such list, provided, however, that for the purpose of determining final earned ratings, children of firefighters and police officers killed in the line of duty shall be entitled to receive an additional ten (10) points in a competitive examination for original appointment in the same municipality in which his or her parent has served.  (b) Such additional credit shall be added to the final earned rating of such child, as the case may be, after he or she has qualified in the competitive examination and shall be granted only at the time of establishment of the resulting eligible list.

SENIORITY CREDITS: Candidates who pass the written and qualifying tests will have seniority credits added to their scores as follows:

Less than 1 year                                    0 points

1 year up to 6 yrs.                                   1 point

Over 6 yrs. up to 11 yrs.                        2 points

Over 11 yrs. up to 16 yrs.                      3 points

Over 16 yrs. up to 21 yrs.                      4 points

Over 21 yrs. up to 26 yrs.                      5 points
