AN OPEN COMPETITIVE EXAMINATION FOR:

 

GENESEE JUSTICE PROGRAM COORDINATOR, O.C. #66-084

 

SALARY: $48,389 - $61,325 per year (2015), Genesee County.

 

VACANCY: The Genesee County Genesee Justice Department has one (1) position currently held by a provisionally appointed employee, who may be appointed on a permanent basis if found reachable on a civil service list established as a result of this exam. This examination is also being held to establish an eligible list to fill future vacancies, which may occur during the life of the eligible list.

An eligible may receive only one permanent appointment from this list. Once appointed, there will be a Probationary Period of 8-52 weeks based on performance of duties. During this probationary period the Department Head has the ability to terminate employment, without cause.

 

CANDIDATES MUST HAVE BEEN LEGAL RESIDENTS OF GENESEE COUNTY FOR AT LEAST TWO (2) MONTHS IMMEDIATELY PRECEDING THE DATE OF THE WRITTEN EXAMINATION, AND MUST HAVE CONTINUED THEIR RESIDENCY THROUGH THE PERIOD LEADING TO THEIR INITIAL APPOINTMENT.

MINIMUM QUALIFICATIONS: Candidates must meet the following requirements on or before the date of the written test:

Graduation from high school or possession of an appropriate equivalency diploma recognized by the NYS Department of Education, AND:

 

A.        Graduation from a regionally accredited or NYS registered college or
university
with a Bachelor’s Degree in Criminal Justice, Human Services, Psychology, Social Work, Education, or a related field AND three years of full-time, paid experience, including one year supervisory experience, in a Criminal Justice, Human Services, Psychology, Social Work, Education agency/department with duties of case management, counseling and/or victim advocacy, [IF CLAIMED, PLEASE ATTACH A  COPY OF YOUR OFFICIAL TRANSCRIPT AND INDICATE ALL RELEVANT EXPERIENCE ON YOUR APPLICATION].

NOTE: You may file for this examination if you expect to complete the education requirement by June 30, 2015.  If successful on the examination, however, you will not be certified for appointment until you have submitted proof of completion of the education requirements to the Genesee County Human Resources Department.

A fee of $20.00 is required for each separately-numbered examination for which you apply.  The required fee must accompany your application.  The fee may be submitted in the form of either CASH (if delivered in person), PERSONAL CHECK or MONEY ORDER, (if by mail).  Personal Checks and Money Orders must be payable to the GENESEE COUNTY TREASURER.  Please write the examination number(s) on your personal check or money order.  YOUR APPLICATION FEE WILL NOT BE REFUNDED if you do not meet the requirements for admission to the examination. TYPICAL WORK ACTIVITIES:

Plans, organizes, and promotes the Genesee County Sheriff’s Office Genesee Justice  Programs (ATI, Community Corrections, Victim Assistance and Child Advocacy);  

Works closely with other members of the Criminal Justice System, including the Sheriff, District Attorney, Public Defender, and Judges;

Promotes a balanced and restorative justice philosophy focusing on victim advocacy, offender accountability and developing justice partnerships with the community at-large;

Researches and develops new justice initiatives to assist in enhancing the Justice System and the sentencing judgments of the judiciary;

Contributes in a caring and constructive manner to the victim of crime through direct advocacy, the Genesee County Criminal Justice Advisory Council, the New York State Crime Victims Board and the Office for Children and Family Services;

Focuses the program’s criminal justice activities on reducing the jail population through Release Under Supervision, Judicial Diversion, Post-Sentence Release, ATI, Community Corrections and victim directed sentencing;

Performs required, state-mandate case management duties within the office;

Accounts for all finances received from the Federal, State, County and private agency grantees or governmental agencies;

Prepares financial, statistical and narrative reports as required by Federal, State and private agency funding sources, the County Legislature, local courts and the Criminal Justice Advisory Council;

Acts as office liaison with the judges of Genesee County, the District Attorney, Probation Office, Police Agencies, Public Defender, Criminal Justice Advisory Council and Genesee County Victim Support Groups;

Represents the Sheriff’s Office at County Legislative meetings, Magistrates Association meetings and other functions as needed.  This may require occasional evening and Saturday morning attendance;

Continues to design and develop relevant grants and requests for funding proposals for the Genesee Justice Program;

Responds to requests from the media and forwards necessary reports, as well as addresses special requests from members of the public responding with appropriate documentation;

Act as office liaison with the Genesee Justice Foundation and the Justice for Children GLOW Foundation;

Prepares and oversees annual Genesee Justice budget and specific grant budgets; oversees the Justice for Children Advocacy Center;

Evaluates staff training needs and coordinates special training programs;

Provides back-up for the Release Under Supervision Case Manager in any absences; interviews clients, performs bail evaluations and provides the information to the courts, District Attorney, defense counsel, etc.;

Maintains a caseload in the Community Service and DWI Conditional Discharge Program; interviews clients, makes appropriate referrals to community agencies based upon clients’ needs, monitors offender clients’ progress and compliance with the various program terms;

Provides intensive victim assistance to victims of violent and non-violent crimes; monitors a victim’s case as it progresses through the Criminal Justice System, which may include working with physically and/or sexually abused children and domestic violence victims;

Provides as a back-up for the Justice for Children Advocacy Center Coordinator during any absences;

Supervises the scheduling and work assignments of Genesee Justice staff;

Evaluates the performance of Genesee Justice Staff and makes reports to Human Resources;

Administers terms and conditions of employment as contained in the Collective Bargaining Agreement covering assigned subordinates;

Supervises the maintenance of records related to the Genesee Justice Programs;

Establishes and implements policies and procedures for Genesee Justice staff;

Manages liability exposure;

Is responsible for keeping the Sheriff and Undersheriff informed on all matters related to Genesee Justice operations;

Accomplishes related work and responds to special requests of the Sheriff and Undersheriff.

CANDIDATES ARE PERMITTED TO USE QUIET, HAND-HELD, SOLAR OR BATTERY POWERED CALCULATORS.  DEVICES WITH TYPEWRITER KEYBOARDS SUCH AS COMPUTERS, SPELL-CHECKERS, PERSONAL DIGITAL ASSISTANTS, ADDRESS BOOKS, LANGUAGE TRANSLATORS, DICTIONARIES AND ANY SIMILAR DEVICES ARE PROHIBITED.


EXPANDED SUB-TEST DESCRIPTION:

Criminal Justice Principles, Practices and Procedures - These questions test for knowledge of the criminal justice system. Questions may cover such topics as the types and levels of various crimes; types of courts, their functions and jurisdiction; courtroom and criminal justice procedures; and alternatives to incarceration.

Assisting and Counseling Crime Victims  - These questions test for knowledge of the principles, practices, and programs associated with assisting and counseling crime victims in New York State. Questions may cover such topics as identifying crime victims in need of assistance; understanding and recognizing the impact of domestic violence, rape, child abuse, assault, DWI, and other crimes on victims and their families; determining social, personal, emotional, educational, legal, and employment resources needed; referring victims and their families to those resources; using crisis intervention and supportive counseling techniques; assisting crime victims in working with the legal system; and working with volunteers.

Interviewing - These questions test for knowledge of the principles and practices employed in obtaining information from individuals through structured conversations. These questions require you to apply the principles, practices, and techniques of effective interviewing to hypothetical interviewing situations. Included are questions that present a problem arising from an interviewing situation, and you must choose the most appropriate course of action to take.

Preparing Written Material - These questions test for the ability to present information clearly and accurately, and to organize paragraphs logically and comprehensibly. For some questions, you will be given information in two or three sentences followed by four restatements of the information. You must then choose the best version. For other questions, you will be given paragraphs with their sentences out of order. You must then choose, from four suggestions, the best order for the sentences.

Supervision - These questions test for knowledge of the principles and practices employed in planning, organizing, and controlling the activities of a work unit toward predetermined objectives. The concepts covered, usually in a situational question format, include such topics as assigning and reviewing work; evaluating performance; maintaining work standards; motivating and developing subordinates; implementing procedural change; increasing efficiency; and dealing with problems of absenteeism, morale, and discipline.

 

CROSS-FILING: If you have applied for other local government or state examinations, call or write to each civil service agency to make arrangements no later than two weeks before the date of the examinations.  You must notify all local government civil service agencies with whom

you have filed an application of the test site at which you wish to take your examinations.  The

ACTIVE MILITARY MEMBERS: Any member of the armed forces of the United States who has duly filed an application to compete in a scheduled competitive examination but was deprived of the opportunity to compete in the examination due to active military duty could be provided with a special military make-up examination. Current members of the Armed Forces may apply for Veteran’s credits by filing an “Application for Veteran’s Credits” (Form VC-1).  The “Application for Veteran’s Credits” can be obtained at Genesee County Human Resources, 15 Main St., Batavia, NY 14020 or from our website at, www.co.genesee.ny.us. Proof of military status must also be presented and verified in order for consideration of granting of “conditional” Veteran’s credit.  Acceptable proof may include a military I.D. card, military orders, or other official military document that substantiates active military service at time of exam. This documentation and VC-1 Form must be received prior to the establishment of the Eligible List for this examination. The “conditional” status of the additional credits will remain until proof is provided indicating that the service was in time of war and that the veteran received an honorable discharge, or was released under honorable circumstances.

 

VETERANS: Additional credits are available to veterans who meet certain established requirements.  Veterans who have not exhausted their credits should make application for their use, if desired.  A COMPLETED APPLICATION FOR VETERANS CREDITS (FORM VC-1) AND a COPY OF SEPARATION PAPERS (FORM DD-214) MUST BE RECEIVED BEFORE THE ELIGIBLE LIST FOR THIS EXAMINATION IS ESTABLISHED IN ORDER TO UTILIZE ADDITIONAL CREDITS.  DISABLED VETERANS MUST SUBMIT, IN ADDITION, A COPY OF FORM VC-3 (AUTHORIZATION FOR DISABILITY RECORD). The “Application for Veteran’s Credits” can be obtained at Genesee County Human Resources, 15 Main St., Batavia, NY 14020 or from our website at, www.co.genesee.ny.us.

 

ADDITIONAL CREDIT AUTHORIZED:  Additional credits shall be allowed for children of firefighters and police officers killed in the line of duty, as “child” in this section in competitive examinations for original appointment.  (a) On all eligible lists resulting from competitive examinations, the names of eligible persons shall be entered in the order of their respective final earned ratings on examinations, with the name of the eligible person with the highest final earned ratings at the head of such list, provided, however, that for the purpose of determining final earned ratings, children of firefighters and police officers killed in the line of duty shall be entitled to receive an additional ten (10) points in a competitive examination for original appointment in the same municipality in which his or her parent has served.  (b) Such additional credit shall be added to the final earned rating of such child, as the case may be, after he or she has qualified in the competitive examination and shall be granted only at the time of establishment of the resulting eligible list.
