AN OPEN COMPETITIVE (DECENTRALIZED) EXAMINATION FOR:

 

IT OPERATIONS TECHNICIAN  I, O.C. #34-17

 

SALARY: $15.75 - $18.23 per hour (2017) Genesee County.

Salary varies in school districts and other Civil Divisions under the jurisdiction of Genesee County Civil Service.

 

VACANCY: The Genesee County Department of Social Services currently has one (1) vacant position.  This examination is also being held to establish an eligible list to fill future vacancies, which may occur during the life of the eligible list.

An eligible may receive only one permanent appointment from this list. Once appointed, there will be a Probationary Period of 8-52 weeks based on performance of duties. During this probationary period the Department Head has the ability to terminate employment, without cause.

 

CANDIDATES MUST HAVE BEEN LEGAL RESIDENTS OF GENESEE COUNTY FOR AT LEAST TWO (2) MONTHS IMMEDIATELY PRECEDING THE DATE OF THE WRITTEN EXAMINATION, AND MUST HAVE CONTINUED THEIR RESIDENCY THROUGH THE PERIOD LEADING TO THEIR INITIAL APPOINTMENT. RESIDENTS OF AN ADJOINING COUNTY, IN A SCHOOL DISTRICT UNDER JURISDICTION OF THIS CIVIL SERVICE AGENCY, MEETING EQUIVALENT RESIDENCY REQUIREMENTS, WILL BE ELIGIBLE FOR EXAMINATION AND FOR APPOINTMENT IN THAT DISTRICT ONLY. ELIGIBLE RESIDENTS OF A CIVIL DIVISION MAY BE GIVEN PREFERENCE IN APPOINTMENT TO VACANCIES IN THEIR AREA OF RESIDENCY.

Training and Experience questionnaires will be mailed to all approved candidates after the last filing date of May 17, 2017.  The questionnaire must be returned to our office by close of business on the date of the examination, June 16, 2017. Failure to do so will result in the candidate not being allowed to participate in this examination. Genesee County reserves the right to give the qualifying p.c.-administered test to only as many candidates as are needed to fill available vacancies.  The p.c.-administered test will be held on an appointment only basis.

 

MINIMUM QUALIFICATIONS: Candidates must meet one of the following requirements on or before the Last Filing Date: Graduation from high school or possession of an appropriate equivalency diploma recognized by the NYS Department of Education, AND EITHER:       

 

A.        An Associate’s Degree from a regionally accredited or NYS registered college or university in Business Administration, Computer Science, Computer Information Systems, or related field, [IF CLAIMED, PLEASE ATTACH A COPY OF YOUR OFFICIAL TRANSCRIPT TO YOUR APPLICATION]

OR:

B.        Two (2) years of full time paid experience in the design, implementation or delivery of information systems.  FOR EXAMPLE: Information processing/communications operations, programming or project work, etc. [IF CLAIMED, PLEASE INDICATE ALL RELEVANT EXPERIENCE]

NOTE: You may file for this examination if you expect to complete the educational requirement by June 30, 2017.  If successful on the examination, however, you will not be certified for appointment until you have submitted proof of completion of the educational requirements to Genesee County Human Resources. Proof must be submitted no later than 2 months after the completion date. Failure to do so will result in removal of your name from the eligible list.

 

NOTE – FILING FEES: (The acceptance of your application is dependent upon your following these instructions accurately):

A fee of $20.00 is required for each separately-numbered examination for which you apply.  The required fee must accompany your application.  The fee may be submitted in the form of either CASH or CREDIT CARD (if delivered in person), PERSONAL CHECK or MONEY ORDER, (if by mail).  Personal Checks and Money Orders must be payable to the GENESEE COUNTY TREASURER.  Please write the examination number(s) on your personal check or money order.  YOUR APPLICATION FEE WILL NOT BE REFUNDED if you do not meet the requirements for admission to the examination. Compare your qualifications carefully to the requirements stated on the announcement and file only for those examinations for which you are clearly qualified. A waiver of application fee will be allowed if you are receiving unemployment and are primarily responsible for the support of a household.  In addition, a waiver of application fee will be allowed if you are determined eligible for Medicaid, or are receiving Supplemental Security Income payments, or Temporary Assistance for Needy Family assistance or Safety Net Assistance, or are certified Job Training Partnership Act/Workforce Investment Act eligible through a State or local social service agency.  All claims for application fee waiver are subject to verification.  In order for us to verify your eligibility for an application fee waiver, you must complete a “Request for Fee Waiver” form and submit it with your application by the close of business on the Last Filing Date as indicated on the Examination Announcement. TYPICAL WORK ACTIVITIES:

Operates computer and peripheral equipment including input of data/data entry, running of application job streams, and the retrieval and distribution of output as required;

Monitors ongoing operations (of computers, networks, and telecommunications) and performs preventive maintenance;

Maintains systems schedules and job controls;

Identifies system malfunctions and initiates corrective action within the scope of knowledge and authority;

Performs back-ups of all systems and networks;

Maintains and updates libraries, logs, manuals, journals and inventories necessary for efficient IT operations;

Assists with asset management of IT equipment;

Assists with the use and routine maintenance of fax machines, PC’s, laptops, etc;

May offer customer support, user assistance and instructions to employees, students and/or faculty, by telephone, in person, or on-line;

Confers with higher level technical staff when errors require a change in operations;

Attends job-related training;

May provide back-up for clerical personnel and/or other team members;

Performs installation/upgrades and conversions to operating systems.

 

SUBJECT OF EXAMINATION:  The examination will consist of two parts: a rated evaluation of training and experience and a qualifying pc�€‘administered test.  You must pass the evaluation of training and experience in order to take the qualifying pc�€‘administered test.  You must pass both tests in order to be considered for appointment.  Only your rating on the evaluation of training and experience will be considered when computing final scores.

 

Rated Evaluation of Training and Experience

You will be mailed a questionnaire to complete that asks for specific information on your information technology education (formal degrees, IT�€‘related training courses, certifications) and experience.  You will also be asked to briefly describe a significant achievement in each of the job's areas and to provide the name and contact information for someone who can verify your information.  You will be scheduled to come in to our office to enter the information on your questionnaire into the computer.  The information you provide about your experience will be rated against the following areas:

Qualifying PC�€‘Administered Written Test will be designed to test for knowledge, skills and/or abilities in such areas as:

Logical Reasoning and Interpreting Instructions for Computer�€‘Related Positions These multiple�€‘choice questions test for ability to reason logically and interpret instructions in a computer�€‘related context.  They cover verbal and quantitative reasoning, flowchart interpretation and applying written directions.  The verbal and quantitative reasoning questions include logical implications (e.g., if A and B, then C) and relations (e.g., greater than).  Knowledge of addition, subtraction, multiplication and division is necessary, but neither mathematical sophistication nor computational speed is needed.  The interpreting instructions questions provide the instructions and specific rules for applying them.  All the information needed to answer the questions is presented with the questions.

 

User Support and Training

This simulation exercise requires candidates to assume the role of a staff member in a Help Desk support unit.  Candidates will be presented with a user's problem.  During the course of handling the problem, candidates will be required to: demonstrate communication skills, apply troubleshooting practices and tools, determine the appropriate level of training needed by the user, and educate the user on the proper use of computers.

 

Working Effectively with Others to Solve Job�€‘Related Problems

This simulation exercise requires candidates to assume the role of a staff member in an Information Technology work group who is working with colleagues during a time of change in policy or procedure, in a particular agency.  During the exercise, candidates will be required to deal with obstacles within the working environment, which includes peer relations and the demands of handling multiple tasks.  Candidates will be required to demonstrate the ability to be flexible, creative and persistent as a team player.  They will also need to demonstrate the ability to cooperate, show initiative, and establish positive working relationships with peers and administrators.


Qualifying test scores may be banked and applied to future examinations for titles that require the same test plan.

 

VETERANS: Additional credits are available to veterans who meet certain established requirements.  Veterans who have not exhausted their credits should make application for their use, if desired.  A COMPLETED APPLICATION FOR VETERANS CREDITS (FORM VC-1) AND a COPY OF SEPARATION PAPERS (FORM DD-214) MUST BE RECEIVED BEFORE THE ELIGIBLE LIST FOR THIS EXAMINATION IS ESTABLISHED IN ORDER TO UTILIZE ADDITIONAL CREDITS.  DISABLED VETERANS MUST SUBMIT, IN ADDITION, A COPY OF FORM VC-3 (AUTHORIZATION FOR DISABILITY RECORD). The “Application for Veteran’s Credits” can be obtained at Genesee County Human Resources, 15 Main St., Batavia, NY 14020 or from our website at, www.co.genesee.ny.us.

 

ADDITIONAL CREDIT AUTHORIZED:  Additional credits shall be allowed for children of firefighters and police officers killed in the line of duty, as “child” in this section in competitive examinations for original appointment.  (a) On all eligible lists resulting from competitive examinations, the names of eligible persons shall be entered in the order of their respective final earned ratings on examinations, with the name of the eligible person with the highest final earned ratings at the head of such list, provided, however, that for the purpose of determining final earned ratings, children of firefighters and police officers killed in the line of duty shall be entitled to receive an additional ten (10) points in a competitive examination for original appointment in the same municipality in which his or her parent has served.  (b) Such additional credit shall be added to the final earned rating of such child, as the case may be, after he or she has qualified in the competitive examination and shall be granted only at the time of establishment of the resulting eligible list.
