AN OPEN COMPETITIVE EXAMINATION FOR:

SENIOR LIBRARY CLERK, O.C., NO. 67-280

SALARY:  $13.95/hour (2012) Genesee Community College.  Salary may vary in school districts and other Civil Divisions under the jurisdiction of Genesee County Civil Service.

VACANCY:   Genesee Community College has one (1) position currently held by a provisionally appointed employee, who may be appointed on a permanent basis if found reachable on a civil service list established as a result of this exam.  This examination is also being held to establish an eligible list to fill future vacancies, which may occur during the life of the eligible list.

An eligible may receive only one permanent appointment from this list. Once appointed, there will be a Probationary Period of 8-52 weeks based on performance of duties. During this probationary period the Department Head has the ability to terminate employment, without cause.

CANDIDATES MUST HAVE BEEN LEGAL RESIDENTS OF GENESEE COUNTY FOR AT LEAST TWO (2) MONTHS IMMEDIATELY PRECEDING THE DATE OF THE WRITTEN EXAMINATION, AND MUST HAVE CONTINUED THEIR RESIDENCY THROUGH THE PERIOD LEADING TO THEIR INITIAL APPOINTMENT.  RESIDENTS OF AN ADJOINING COUNTY, IN A SCHOOL DISTRICT UNDER JURISDICTION OF THIS CIVIL SERVICE AGENCY, MEETING EQUIVALENT RESIDENCY REQUIREMENTS, WILL BE ELIGIBLE FOR EXAMINATION AND FOR APPOINTMENT IN THAT DISTRICT ONLY.  ELIGIBLE RESIDENTS OF A CIVIL DIVISION MAYBE GIVEN PREFERENCE IN APPOINTMENT TO VACANCIES IN THEIR AREA OF RESIDENCY.

MINIMUM QUALIFICATIONS:      Candidates must meet the following requirements on or before the date of the written test:

Graduation from high school, or possession of an appropriate equivalency diploma recognized by the NYS Department of Education, including or supplemented by a course in typing, AND EITHER:

      A.  Possession of an Associate's Degree in Business Administration or Secretarial
           Science, [IF CLAIMED, PLEASE ATTACH A COPY OF YOUR DEGREE TO YOUR
           APPLICATION];

OR:

     B.  Two (2) years of full-time, paid general clerical experience, [IF CLAIMED, PLEASE             INDICATE ALL RELEVANT EXPERIENCE ON YOUR APPLICATION];

OR:

     C.  Any equivalent combination of training and experience indicating the ability to
          perform the duties of the job, [IF CLAIMED, PLEASE INDICATE ALL RELEVANT
          TRAINING
AND EXPERIENCE ON YOUR APPLICATION].

NOTE: You may file for this examination if you expect to complete the educational requirement by June 30, 2012.  If successful on the examination, however, you will not be certified for appointment until you have submitted proof of completion of the educational requirements to the
Genesee County Human Resources.

A copy of an official transcript is acceptable for the purpose of taking this examination, however, at such time a candidate is offered an appointment, an official sealed transcript with a raised college seal must be on file with Human Resources prior to the appointment.

NOTE – FILING FEES: (The acceptance of your application is dependent upon your following these instructions accurately):

A fee of $20.00 is required for each separately-numbered examination for which you apply.  The required fee must accompany your application.  The fee may be submitted in the form of either CASH (if delivered in person), PERSONAL CHECK or MONEY ORDER, (if by mail).  Personal Checks and Money Orders must be payable to the GENESEE COUNTY TREASURER.  Please write the examination number(s) on your personal check or money order.  YOUR APPLICATION FEE WILL NOT BE REFUNDED if you do not meet the requirements for admission to the examination. Compare your qualifications carefully to the requirements stated on the announcement and file only for those examinations for which you are clearly qualified. A waiver of application fee will be allowed if you are receiving unemployment or Supplemental Security Income payments, or are determined eligible for Public Assistance, Family Assistance or Safety Net Assistance, or are certified Job Training Partnership Act/Workforce Investment Act eligible through a State or local social service agency.  All claims for application fee waiver are subject to verification.  In order for us to verify your eligibility for an application fee waiver, you must complete a “Request for Fee Waiver” form and submit it with your application by the close of business on the Last Filing Date as indicated on the Examination Announcement. TYPICAL WORK ACTIVITIES:
Provides information to the public on library policies and procedures;
Reviews filing and other work of pages and clerks;
Maintains departmental work schedules and compiles data for statistical reports;
Maintains interlibrary loan records;
Inspects returned library material for damage;|
Assigns and reviews work of subordinate staff;
Arranges or files materials according to library filing rules;
Performs routine searches of and updates to computer records;
Issues borrower cards according to library procedures;
Performs routine circulation, reserve and overdue functions;
Makes and checks routine arithmetic computations;
Operates office machinery such as photocopiers or fax machines;
Answers the telephone, takes messages;
Calls patrons to deliver messages or information on library materials;
Types cards, lists, labels, or short entries on forms or computers;
Does related work, as required.

SUBJECT OF EXAMINATION: The written test is designed to test for knowledge, skills, and/or abilities in such areas as:

1.  Coding/Decoding Information;
2.  Establishing Effective Working Relationships with Library Patrons;
3.  Fundamentals of Library Services and Practices;
4.  Handling and Using Library Materials and Equipment;
5.  Library Record Keeping;
6.  Supervision. 

A TYPING PERFORMANCE TEST WILL BE GIVEN AT 25 WORDS PER MINUTE MEASURING ACCURACY AND SPEED.  The typing performance test will be administered on a computer keyboard.  No knowledge of computer operation or any specific software program is required.  Detailed instructions will be provided to you before you take the test.  (ONE RETEST WILL BE ALLOWED FOR THIS EXAMINATION).  ANY CANDIDATE WHO HAS SUCCESSFULLY PASSED A TYPING EXAM OF AT LEAST 25 WORDS PER MINUTE, GIVEN BY GENESEE COUNTY, WITHIN FIVE YEAR PREVIOUS TO THE DATE OF THIS WRITTEN EXAM, MAY BE WAIVED FROM THE TYPING PERFORMANCE TEST (Please attach proof to your application).

CANDIDATES ARE PERMITTED TO USE QUIET,HAND-HELD, SOLAR OR BATTERY POWERED CALCULATORS.  DEVICES WITH TYPEWRITER KEYBOARDS SUCH AS COMPUTERS, SPELL-CHECKERS, PERSONAL DIGITAL ASSISTANTS, ADDRESS BOOKS, LANGUAGE TRANSLATORS, DICTIONARIES AND ANY SIMILAR DEVICES ARE PROHIBITED.

EXPANDED SUB-TEST DESCRIPTION:

Coding/Decoding Information
- These questions test for the ability to follow a set of coding rules. Some questions will require you to code information by converting certain information into letters or numbers. Other questions will require you to decode information by determining if the information that has already been converted into letters or numbers is correct. Complete directions will be provided; no previous knowledge of or training in any coding system is required.

Establishing Effective Working Relationships with Library Patrons - This test is designed to evaluate the candidate's judgment in handling situations which contribute to the development of effective working relationships with patrons of a library. The questions will describe specific patron-library clerk interactions and are designed to evaluate the candidate's judgments regarding appropriate responses and/or reactions to the situations described. Within this context the candidate will be required to identify responses to patron problems which will foster a positive attitude about the library among patrons.

Fundamentals of Library Services and Practices - This test is designed to evaluate the candidate's knowledge of the services and functions of various sections of a library, e.g., Circulation, Reference, Technical Processing, etc. The questions will require the candidate to demonstrate an understanding of common terms, concepts, materials and procedures used in conjunction with the services and functions performed within each of the major sections of a public library. The questions are designed to identify candidates who have a breadth of knowledge about the services offered by a comprehensive library system.

Handling and Using Library Materials and Equipment - This test is designed to evaluate the candidate's knowledge of the proper methods of handling, processing and storing commonly used library materials, as well as using equipment commonly found in a library. The questions will consider the procedures associated with the routines of shelving, storing, checking-out and receiving library materials. They are designed to identify candidates who have thoughtfully used a variety of materials and equipment, similar to those found in a library, in a manner which will contribute to maximizing the useful life span of the materials.

Library Record Keeping - This test is designed to evaluate the candidate's ability to accurately complete and maintain a set of records and/or forms. The candidate will be given information and will be required to post, extract, classify, code, order and/or compare data according to a set of rules and instructions. All of the information needed to complete the task is provided to the candidate. The questions are designed to identify candidates who can tend to detail and perform the required tasks accurately.

Supervision - These questions test for knowledge of the principles and practices employed in planning, organizing, and controlling the activities of a work unit toward predetermined objectives. The concepts covered, usually in a situational question format, include such topics as assigning and reviewing work; evaluating performance; maintaining work standards; motivating and developing subordinates; implementing procedural change; increasing efficiency; and dealing with problems of absenteeism, morale, and discipline. 

The New York State Department of Civil Service has not prepared a test guide for this examination. However, candidates may find information in the publication "How to take a written test" helpful in preparing for this test. CROSS-FILING: If you have applied for other local government or state examinations, call or write to each civil service agency to make arrangements no later than two weeks before the date of the examinations.  You must notify all local government civil service agencies with whom you have filed an application of the test site at which you wish to take your examinations.  The “Cross-filer Form” for Genesee County can be obtained at Genesee County Human Resources, 15 Main St., Batavia, NY 14020 or from our website, www.co.genesee.ny.us.

ACTIVE MILITARY MEMBERS: Any member of the armed forces of the United States who has duly filed an application to compete in a scheduled competitive examination but was deprived of the opportunity to compete in the examination due to active military duty could be provided with a special military make-up examination.

Current members of the Armed Forces may apply for Veteran’s credits by filing an “Application for Veteran’s Credits” (Form VC-1).  The “Application for Veteran’s Credits” can be obtained at Genesee County Human Resources, 15 Main St., Batavia, NY 14020 or from our website at, www.co.genesee.ny.us. Proof of military status must also be presented and verified in order for consideration of granting of “conditional” Veteran’s credit.  Acceptable proof may include a military I.D. card, military orders, or other official military document that substantiates active military service at time of exam.  This documentation and VC-1 Form must be received prior to the establishment of the Eligible List for this examination.  The “conditional” status of the additional credits will remain until proof is provided indicating that the service was in time of war and that the veteran received an honorable discharge, or was released under honorable circumstances.

VETERANS: Additional credits are available to veterans who meet certain established requirements.  Veterans who have not exhausted their credits should make application for their use, if desired.  A COMPLETED APPLICATION FOR VETERANS CREDITS (FORM VC-1)AND a COPY OF SEPARATION PAPERS (FORM DD-214) MUST BE RECEIVED BEFORE THE ELIGIBLE LIST FOR THIS EXAMINATION IS ESTABLISHED IN ORDER TO UTILIZE ADDITIONAL CREDITS.  DISABLED VETERANS MUST SUBMIT, IN ADDITION, A COPY OF FORM VC-3 (AUTHORIZATION FOR DISABILITY RECORD). The “Application for Veteran’s Credits” can be obtained at Genesee County Human Resources, 15 Main St., Batavia, NY 14020 or from our website at, www.co.genesee.ny.us.
