Mission Statement

The Genesee County Manager's Office is the general administrative office responsible for oversight and coordination of the day-to-day operation of all county functions, programs and services provided for the good of its citizens under the guidance and supervision of the County Legislature.

Function

Genesee County is a nonchartered county. It is for this reason that the Manager's authority, power and responsibilities are directly dependent upon the desires and wishes of the nine County Legislators. The County Manager serves at the pleasure of and works directly for the County Legislature. The Manager is responsible for carrying out the policies it sets and is charged with the overall supervision and coordination of all county departments. This Office is the liaison between the County Departments and the County Legislature.

Duties

  • Gathers and maintains comprehensive information about county resources and needs.
  • Evaluates the performance of services providing a valuable research instrument to the legislative body.
  • Coordinates the administration of all units of County Government in accordance with policies established by the County Legislature.
  • Recommends County policy issues to the County Legislature for their consideration.
  • Recommend for appointment by the County Legislature, the heads of all County Departments not administered by an elected official.
  • Acts as chief budget officer of the County and is responsible for the preparation of the operating and capital budgets of the County for adoption by the County Legislature in the manner prescribed by law.
  • Responsible for the County's purchasing functions.
  • Responsible for the administrative function of the Buildings and Grounds department
  • Responsible for the County's Stop-DWI program
  • Oversees the physical property of the County in administering the property maintenance and management policy of the County Legislature.
  • Attends all regular meetings of the County Legislature and its committees.
  • Enforces all local laws, ordinances, contracts and resolutions of the County Legislature and all other acts required by the operation of law.
  • Maintains liaison and represents the Legislature in contacts with political subdivisions, state and federal officials and agencies.
  • Coordinates and conducts collective bargaining negotiations with organized employee representatives.
  • Reviews, evaluates and makes recommendations for increasing efficiency in County Government.
  • Responsible for the coordination of the County's risk management functions.
  • Supervises and administers the central services of County Government used by all County Departments.
  • Reports annually to the County Legislature regarding the activities of the several departments and administrative units of the County concerning their administration and performance.
  • Oversight of County's Self-Insured Employee Health Benefits Plan
