A PROMOTIONAL EXAMINATION FOR:
CHIEF WATER TREATMENT PLANT OPERATOR
(TYPE A PLANT), PROM., #75-263
SALARY:$51,659 - $62,862 per year (2010) City of Batavia.
VACANCY:One (1) vacancy exists at present in the City of Batavia. This examination is also being held to establish an eligible list to fill future vacancies as they occur. An eligible may receive only one permanent appointment from this list. Once appointed, there will be a Probationary Period of 8-52 weeks based on performance of duties. During this probationary period the Department Head has the ability to terminate employment, without cause.
CANDIDATES MUST HAVE BEEN LEGAL RESIDENTS OF GENESEE COUNTY
FOR A PERIOD AT LEAST OF TWO (2) MONTHS IMMEDIATELY PRECEDING THE DATE OF THE WRITTEN EXAMINATION, AND MUST HAVE CONTINUED THEIR RESIDENCY THROUGH THE PERIOD LEADING TO THEIR INITIAL APPOINTMENT.

MINIMUM QUALIFICATIONS:Candidates must meet one of the following requirements on or before the date of the written test:
Candidates must have seven (7) years of full-time, permanent status as
a Water Treatment Plant Operator within the City of Batavia and Grade A Certification. Candidates must have continued their employment through the period leading to the date of appointment from this Eligible List. [PLEASE INDICATE ALL RELEVANT EXPERIENCE ON YOUR APPLICATION.]

A fee of $12.50 is required for each separately-numbered examination for which you apply. The required fee must accompany your application. The fee may be submitted in the form of either CASH (if delivered in person), PERSONAL CHECK or MONEY ORDER, (if by mail). Personal Checks and Money Orders must be payable to the GENESEE COUNTY TREASURER. Please write the examination number(s) on your personal check or money order. YOUR APPLICATION FEE WILL NOT BE REFUNDED if you do not meet the requirements for admission to the examination. Compare your qualifications carefully to the requirements stated on the announcement and file only for those examinations for which you are clearly qualified. A waiver of application fee will be allowed if you are receiving unemployment or Supplemental Security Income payments, or are determined eligible for Public Assistance, Family Assistance or Safety Net Assistance, or are certified Job Training Partnership Act/Workforce Investment Act eligible through a State or local social service agency. All claims for application fee waiver are subject to verification. TYPICAL WORK ACTIVITIES:
Supervises the operation of the plant to assure the most efficient and economical use of equipment, supplies and manpower;
Makes daily inspection of plant and plant machinery;
Makes or supervises necessary tests for control of plant operation;
Issues instructions for the regulation of chlorinators and chemical feeders;
Schedules and supervises the cleaning and washing of filters;
Supervises and instructs operators, trainees and other subordinate employees;
Conducts periodic examinations of plant equipment and directs necessary repairs and maintenance;
Conducts special studies for improvement of water quality and plant operations;
Requisitions materials and maintains inventory of supplies, chemicals and equipment;
Maintains records and prepares periodic reports on the operation of the plant;
May be assigned responsibility for operating and maintaining the distribution system associated with the treatment plant.
SUBJECT OF EXAMINATION:The written test is designed to test for knowledge, skills, and/or abilities in such areas as:
- Supervision;
- Operation and Maintenance of Pumps, Valves, and Related Mechanical
and Electrical Equipment; - Physics, Chemistry, and Bacteriology as Related to Water Treatment and Purification, Including Laboratory and Field Tests;
- Practices and Equipment Used in the Operation and Maintenance of a Type
A Water Treatment Plant; - Tools, Mechanical Aptitude, and Reading of Scales, Meters, and Gauges.
CANDIDATES ARE PERMITTED TO USE QUIET, HAND-HELD, SOLAR OR BATTERY POWERED CALCULATORS. DEVICES WITH TYPEWRITER KEYBOARDS SUCH AS COMPUTERS, SPELL-CHECKERS, PERSONAL DIGITAL ASSISTANTS, ADDRESS BOOKS, LANGUAGE TRANSLATORS, DICTIONARIES AND ANY SIMILAR DEVICES ARE PROHIBITED.
EXPANDED SUB-TEST DESCRIPTION:
Supervision - These questions test for knowledge of the principles and practices employed in planning, organizing, and controlling the activities of a work unit toward predetermined objectives. The concepts covered, usually in a situational question format, include such topics as assigning and reviewing work; evaluating performance; maintaining work standards; motivating and developing subordinates; implementing procedural change; increasing efficiency; and dealing with problems of absenteeism, morale, and discipline.
Operation and Maintenance of Pumps, Valves, and Related Mechanical and Electrical Equipment - These questions test for knowledge of the principles and procedures involved in the operation, maintenance, and repair of pumps, valves, and related mechanical and electrical equipment, including motors and electric circuitry; and for the ability to identify various types of pumps, valves, and related equipment and understand their functions.
Physics, Chemistry, and Bacteriology as Related to Water Treatment and Purification, Including Laboratory and Field Tests - These questions test for knowledge of the principles and practices of water treatment, purification, sampling, and testing, including such areas as the principles of physics, chemistry, and bacteriology involved; terminology associated with water treatment and testing; objectives and principles of various water treatment and testing procedures; measurement, sampling, and preservation of water samples; interpreting test results; and the effects of variables on water treatment processes.
Practices and Equipment Used in the Operation and Maintenance of a Type A Water Treatment Plant - These questions test for knowledge of the principles and practices associated with the operation and maintenance of Type A water treatment plants, including such areas as objectives and purposes of plant processes and equipment; terminology associated with Type A water treatment plants; conditions and situations encountered in Type A water treatment plants, including safety concerns; water disinfection and dosing; and equipment and materials used in Type A water treatment plants. Some questions may involve basic arithmetic calculations.
Tools, Mechanical Aptitude, and Reading of Scales, Meters, and Gauges - These questions test for knowledge of the tools used in water and wastewater treatment plants; the ability to identify various types of tools and their uses; knowledge of general mechanical principles and the operation of various types of mechanical devices such as gears, pulleys, levers, valves, and similar types of mechanical equipment; and the ability to read and interpret information displayed on various types of scales, meters, and gauges
CROSS–FILER STATEMENT:: If you have applied for any other civil service examination to be given on the same test date for employment with New York State or any other local government jurisdiction excluding New York City, you must make arrangements to take all the examinations at one test site. If you have applied for both State and local government examinations, you must make arrangements to take all examinations at the State examination center by calling (518) 457-6216 no later than two weeks before the test date.
If you have applied for other local government examinations, call or write to each civil service agency to make arrangements no later than two weeks before the date of the examinations. You must notify all local government civil service agencies with whom you have filed an application of the test site at which you wish to take your examination. ACTIVE MILITARY MEMBERS:: Any member of the armed forces of the United States who has duly filed an application to compete in a scheduled competitive examination but was deprived of the opportunity to compete in the examination due to active military duty could be provided with a special military make-up examination.
Current members of the Armed Forces may apply for Veteran’s credits by filing an “Application for Veteran’s Credits” (Form VC-1). The “Application for Veteran’s Credits” can be obtained at Genesee County Human Resources, 15 Main St., Batavia, NY 14020 or from our website at, www.co.genesee.ny.us. Proof of military status must also be presented and verified in order for consideration of granting of “conditional” Veteran’s credit. Acceptable proof may include a military I.D. card, military orders, or other official military document that substantiates active military service at time of exam.
This documentation and VC-1 Form must be received prior to the establishment of the Eligible List for this examination. The “conditional” status of the additional credits will remain until proof is provided indicating that the service was in time of war and that the veteran received an honorable discharge, or was released under honorable circumstances.
ADDITIONAL CREDIT AUTHORIZED:Additional credits shall be allowed for children of firefighters and police officers killed in the line of duty, as “child” in this section in competitive examinations for original appointment. (a) On all eligible lists resulting from competitive examinations, the names of eligible persons shall be entered in the order of their respective final earned ratings on examinations, with the name of the eligible person with the highest final earned ratings at the head of such list, provided, however, that for the purpose of determining final earned ratings, children of firefighters and police officers killed in the line of duty shall be entitled to receive an additional ten (10) points in a competitive examination for original appointment in the same municipality in which his or her parent has served. (b) Such additional credit shall be added to the final earned rating of such child, as the case may be, after he or she has qualified in the competitive examination and shall be granted only at the time of establishment of the resulting eligible list.
VETERANS:Additional credits are available to veterans who meet certain established requirements. Veterans who have not exhausted their credits should make application for their use, if desired. A COMPLETED APPLICATION FOR VETERANS CREDITS (FORM VC-1) AND a COPY OF SEPARATION PAPERS (FORM DD-214) MUST BE RECEIVED BEFORE THE ELIGIBLE LIST FOR THIS EXAMINATION IS ESTABLISHED IN ORDER TO UTILIZE ADDITIONAL CREDITS. DISABLED VETERANS MUST SUBMIT, IN ADDITION, A COPY OF FORM VC-3 (AUTHORIZATION FOR DISABILITY RECORD).
