Department Description
The STOP-DWI Program is a funding agency providing funds to County Departments and community agencies to implement programs designed to reduce the use and abuse of drugs and alcohol which eventually results in reducing the incidents of driving while intoxicated. Programs funded fall into the categories of education, public information, enforcement, prosecution, treatment, and adjudication. All funds are derived from fines collected from within the County from DWI convictions. The community benefits from this program through stricter enforcement of DWI laws by police agencies resulting in arrests that get drunk drivers off the road and from education programs resulting in more young people rejecting alcohol abuse and making responsible decisions. The agencies that receive the major share of the funding are the Sheriff’s Department, Batavia City Police, LeRoy Village Police, County Youth Bureau and Genesee County Alcohol and Substance Abuse.

Mission
The mission of the STOP-DWI Program is to establish a county-wide program to combat the problem of intoxicated drivers in order to make our streets and roads the safest possible by removing drunk drivers through enforcement and preventing drunk driving through education.
Key 2009 Accomplishments
- Reduction in number of drunk drivers on the roads. Police agencies are reporting a significantly lower amount of drinking and driving incidents during this past year compared to four or five years ago. The sharp decline in the arrests is directly attributed to successful STOP-DWI enforcement and education programs.
- Maintained the number of Enforcement Nights by police agencies. Because of the reduction in the number of persons driving while intoxicated, we need to have more Enforcement Nights and special patrols to get the same number of arrests we used to get with fewer patrols. Also, initiated Operation Corfu Check which is combined Sheriff and Corfu Police Road checks during concerts at Darien Lake.
- Incorporated use of cable TV with television ads with anti-drunk driving message. Ads were seen on 8 cable TV channels.
- Continue with the DWI Accountability Program that adds supervision and monitoring component to DWI’s and reduced DWI cases for more accountability rather than simply collecting a fine.
Key 2010 Goals
- Maintain the number of DWI Enforcement Nights conducted by the local police agencies over the 2009 activity.
- Continue with Operation Corfu Check – combined Sheriff and Corfu Police special DWI road checks on Route 77 in Corfu during concert events.
- Continue to reduce the number of alcohol related incidents on our roads and to produce fewer DWI arrests.
- Continue the emphasis of education programs for youth such as Prom-Grad nights, camp programs and youth conferences so that we continue seeing the trend of reduction in drinking and driving in the 18 – 24 age group.
- Increase visibility of STOP-DWI message through media and funding increased number of programs in community.
- Increase the number of communities using the Communities That Care model that strengthen ties between youth, parents and community to enhance positive decision making by youth that result in refusal skills to drugs and alcohol.
- Continue with DWI Accountability Program that makes DWI convicted drivers more accountable for their actions by following a supervised program via a diversion agreement.
Budget Highlights
The 2010 budget is a reduction of $147,000 from the 2009 budget. That is due to no use of reserve funds and a decrease in DWI arrests. This year’s budget maintains the STOP-DWI Coordinator’s philosophy of maintaining a balance between enforcement and education and prevention programs to achieve an effective program to reduce DWI’s.
