ANNOUNCES

AN OPEN COMPETITIVE EXAMINATION FOR:

CAMPUS PEACE OFFICER, O.C. #62-597

SALARY:  $19.75 per hour (2020), Genesee Community College.

VACANCY:  Genesee Community College has one (1) position currently held by a provisionally appointed employee, who may be appointed on a permanent basis if found reachable on a civil service list established as a result of this exam.  This examination is also being held to establish an eligible list to fill future vacancies, which may occur during the life of the eligible list.

An eligible may receive only one permanent appointment from this list. Once appointed, there will be a Probationary Period of 8 to 52-weeks based on performance of duties.

CANDIDATES MUST HAVE BEEN LEGAL RESIDENTS OF GENESEE COUNTY FOR AT LEAST TWO (2) MONTHS PRIOR TO THE DATE OF THE WRITTEN EXAMINATION, AND MUST HAVE CONTINUED THEIR RESIDENCY THROUGH THE PERIOD LEADING TO THEIR INITIAL APPOINTMENT.

MINIMUM QUALIFICATIONS:  Graduation from high school or possession of an appropriate equivalency diploma recognized by the NYS Dept. of Education AND EITHER:

A.     Graduation from a regionally accredited or New York State registered College or University with an Associate’s degree or higher in Criminal Justice, Police Science, Security Administration or a closely related field AND one (1) year of full time paid experience in a campus security organization, a private, or commercial security force, or similar field, [PLEASE ATTACH A COPY OF YOUR OFFICIAL TRANSCRIPT AND INDICATE ALL RELEVANT EXPERIENCE ON YOUR APPLICATION];

OR

B.     Graduation from a regionally accredited or New York State registered College or University with an Associate’s degree or higher AND two (2) years of full time paid experience as defined in (A) above, [PLEASE ATTACH A COPY OF YOUR OFFICIAL TRANSCRIPT AND INDICATE ALL RELEVANT EXPERIENCE ON YOUR APPLICATION];

OR:

C.     Successful completion of at least 30 semester credit hours from a regionally accredited or New York State registered college or university AND three (3) years of full time paid experience as defined in (A) above, [PLEASE ATTACH A COPY OF YOUR OFFICIAL TRANSCRIPT AND INDICATE ALL RELEVANT EXPERIENCE ON YOUR APPLICATION].

NOTEPart-time, paid experience may be prorated.

SPECIAL REQUIREMENTS

Prior to appointment, applicants will be subject to an extensive background investigation to determine their suitability for employment with the Department.  Applicants may be required to authorize access to educational, employment, criminal history and other records check as part of such investigation.  Criminal convictions or other offenses are subject to evaluation and may result in disqualification.

If you are offered employment candidates will be required to participate in a psychological evaluation, drug testing, and a medical/physical examination to determine your fitness to perform the essential duties of the position. Failure to meet the standards set forth in this evaluation will result in disqualification. The physical fitness and medical standards are reviewable at Genesee Community College Department of Human Resources.  All standards are developed and administered by Genesee Community College.

You must be willing to submit to criminal history checks by both the Division of Criminal Justice Services (DCJS) and The Federal Bureau of Investigation (FBI) and.  Those checks will be subject to a fee determined by each respective agency, and that fee must be paid by you at the time the fingerprints are taken.  Conviction of a felony will bar, and conviction of a misdemeanor or other offense may bar appointment.

Within one (1) year of appointment must successfully complete the Municipal Police Training Council’s basic course for Police Officers or the Municipal Police Training Council’s Campus Public Safety Officer Course recognized by the State University of New York as set by the standards of the New York State Division of Criminal Justice Service.

Eligibility for a New York State Pistol Permit at the time of appointment and maintain such permit for the duration of employment.

The employee must possess a valid NYS motor vehicle operator’s license at the time of appointment and maintain such license for the duration of employment. 

NOTE: You may file for this examination if you expect to complete the educational requirement by June 30, 2020.  If successful on the examination, however, you will not be certified for appointment until you have submitted proof of completion of the educational requirements to Genesee County Human Resources. Proof must be submitted no later than two months after the completion date. Failure to do so will result in removal of your name from the eligible list.

NOTE – FILING FEES: (The acceptance of your application is dependent upon your following these instructions accurately):

A fee of $20.00 is required for each separately-numbered examination for which you apply.  The required fee must accompany your application.  The fee may be submitted in the form of either CASH or CREDIT CARD (if delivered in person), PERSONAL CHECK or MONEY ORDER, (if by mail).  Personal Checks and Money Orders must be payable to the GENESEE COUNTY TREASURER.  Please write the examination number(s) on your personal check or money order.  YOUR APPLICATION FEE WILL NOT BE REFUNDED if you do not meet the requirements for admission to the examination. Compare your qualifications carefully to the requirements stated on the announcement and file only for those examinations for which you are clearly qualified. A waiver of application fee will be allowed if you are receiving unemployment and are primarily responsible for the support of a household.  In addition, a waiver of application fee will be allowed if you are determined eligible for Medicaid, or are receiving Supplemental Security Income payments, or Temporary Assistance for Needy Family assistance or Safety Net Assistance, or are certified Job Training Partnership Act/Workforce Investment Act eligible through a State or local social service agency.  All claims for application fee waiver are subject to verification.  In order for us to verify your eligibility for an application fee waiver, you must complete a “Request for Fee Waiver” form and submit it with your application by the close of business on the Last Filing Date as indicated on the Examination Announcement. TYPICAL WORK ACTIVITIES:

Patrols buildings, grounds and parking areas on foot or in a patrol vehicle to maintain order, protect persons and property, control traffic, provide first aid and to prevent trespassing, theftor damage;

Investigates complaints made directly to Campus Safety or assigned investigations from theadministration;

Secures and checks all doors, windows and entrances to buildings to ensure they are secure;

Enforces the Student Code of Conduct;

May testify in hearings and criminal courts;

Files electronic reports and maintains an appropriate system of records and reports, managesdatabase for reports, scans reports, use MS Office products;

Operates central dispatch operations;

Controls and directs traffic on campus or campus related roads, grounds and parking areas;

Enforces the laws of the State of New York and deferral higher education laws;

Investigates motor vehicle accidents that occur of campus or campus related property, manages traffic on adjacent campus roads during incidents, preforms assistance to motorist with lock-outs, dead batteries and other vehicle problems;

Issues parking violation tickets;

Assures that all doors and entrances are unlocked for daily activities and classes;

Gives directions and information to students and visitors;

Responds to intrusion alarms, fire alarms, injuries, accidents and illnesses;

Provides transportation to other campuses for special events and meetings.

SUBJECT OF EXAMINATION: A test designed to evaluate knowledge, skills and/or abilities in the following areas:

1.         Preparing Written Material

2.         Applying Written Information in a Safety and Security Setting

3.          Principles and Practices of Safety and Security

4.         Following Directions (Maps)

CANDIDATES ARE ALLOWED TO USE QUIET, HAND-HELD, SOLAR OR BATTERY POWERED CALCULATORS.  CELL PHONES OR DEVICES WITH TYPEWRITER KEYBOARDS ARE PROHIBITED.

Preparing Written Material-These questions test for the ability to present information clearly and accurately, and to organize paragraphs logically and comprehensibly. For some questions, you will be given information in two or three sentences followed by four restatements of the information. You must then choose the best version. For other questions, you will be given paragraphs with their sentences out of order. You must then choose, from four suggestions, the best order for the sentences.

Applying Written Information in a Safety and Security Setting-These questions evaluate your ability to read, interpret and apply rules, regulations, directives, written narratives and other related material. You will be required to read a set of information and to appropriately apply the information to situations similar to those typically experienced in a public safety and security service setting. All information needed to answer the questions is contained in the rules, regulations, etc. which are cited.

Principles and Practices of Safety and Security-These questions test for a knowledge of the proper principles and practices in the field of safety and security. The questions will cover such areas as selecting the best course of action to take in a safety or security related situation.

Following Directions (Maps)-These questions test your ability to follow physical/geographic directions using street maps or building maps. You will have to read and understand a set of directions and then use them on a simple map.

Candidates not having access to a computer or the internet may request copy of the test guide from the municipal civil service office conducting this examination using the contact information found elsewhere on this announcement.

CROSS-FILING:If you have applied for other local government or state examinations, call or write to each civil service agency to make arrangements no later than two weeks before the date of the examinations.  You must notify all local government civil service agencies with whom you have filed an application of the test site at which you wish to take your examinations. NOTE: Religious Accommodations, Persons with Disabilities or Active Military: If special arrangements for testing are required, please indicate this on your application. An explanation of your need for special testing accommodations must be attached to your application.  If due to disability – medical documentation must be provided.

ACTIVE MILITARY MEMBERS: Any member of the armed forces of the United States who has duly filed an application to compete in a scheduled competitive examination but was deprived of the opportunity to compete in the examination due to active military duty could be provided with a special military make-up examination. Current members of the Armed Forces may apply for Veteran’s credits by filing an “Application for Veteran’s Credits” (Form VC-1).  The “Application for Veteran’s Credits” can be obtained at Genesee County Human Resources, 15 Main St., Batavia, NY 14020 or from our website at, www.co.genesee.ny.us. Proof of military status must also be presented and verified in order for consideration of granting of “conditional” Veteran’s credit.  Acceptable proof may include a military I.D. card, military orders, or other official military document that substantiates active military service at time of exam. This documentation and VC-1 Form must be received prior to the establishment of the Eligible List for this examination.  The “conditional” status of the additional credits will remain until proof is provided indicating that the service was in time of war and that the veteran received an honorable discharge, or was released under honorable circumstances.

VETERANS: Additional credits are available to veterans who meet certain established requirements.  Veterans who have not exhausted their credits should make application for their use, if desired.  A COMPLETED APPLICATION FOR VETERANS CREDITS (FORM VC-1) AND a COPY OF SEPARATION PAPERS (FORM DD-214) MUST BE RECEIVED BEFORE THE ELIGIBLE LIST FOR THIS EXAMINATION IS ESTABLISHED IN ORDER TO UTILIZE ADDITIONAL CREDITS.  DISABLED VETERANS MUST SUBMIT, IN ADDITION, A COPY OF FORM VC-3 (AUTHORIZATION FOR DISABILITY RECORD). The “Application for Veteran’s Credits” can be obtained at Genesee County Human Resources, 15 Main St., Batavia, NY 14020 or from our website at, www.co.genesee.ny.us.

CHILDREN OF FIREFIGHTERS AND POLICE OFFICERS KILLED IN THE LINE OF DUTY: In conformance with Section 85-a of the Civil Service Law, children of firefighters and police officers killed in the line of duty shall be entitled to receive an additional ten points in a competitive examination for original appointment in the same municipality in which his or her parent has served. If you are qualified to participate in this examination and are a child of a firefighter or police officer killed in the line of duty in this municipality, please inform this office of this matter when you submit your application for examination. A candidate claiming such credit must provide the necessary documentation to verify additional credit eligibility within thirty (30) days of the examination date. No credit may be added after the eligible list has been established.

PUBLIC SERVICE LOAN FORGIVENESS: College graduates with student loans may be eligible to have part of their loan paid for after being employed in a full-time position at Genesee County.
