DEPUTY DIRECTOR OF FINANCE

DISTINGUISHING FEATURES OF THE CLASS:
  The incumbent in this position shall assist the Director of Finance in the administration of the accounting, auditing and control, and budgeting functions of a municipality.  This position calls for the exercise of a high level of authority and discretion.  The incumbent reports directly to the Director of Finance and may act for or in place of the Director during his/her absence.

TYPICAL WORK ACTIVITIES:
Provides for the exercise of budgeting controls for each separate appropriations account;
Provides for the custody, receipt and disbursement of monies;
Develops policies to safeguard a municipalities financial interests;
Establishes procedures and practices for the pre-auditing and control of all municipal revenues and expenditures;
Performs all accounting functions of the municipality.

FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND/OR PERSONAL CHARACTERISTICS:  Thorough knowledge of fund accounting functions and business administration practices and procedures; thorough knowledge of accounting principles, methods and budgetary procedures; good knowledge of the use of computers in the application of word processing, spreadsheets and data base management relative to accounting functions; ability to prepare and present complex written and oral reports clearly and concisely.

MINIMUM QUALIFICATIONS:  Graduation from high school or possession of an appropriate equivalency diploma recognized by the NYS Department of Education AND EITHER:

  1. Bachelor's degree in accounting, business administration or related field, including or supplemented by 18 credit hours in accounting and three (3) years of full-time, paid experience in accounting or financial administration, one year of which must be in a position involving the major responsibility for fund accounting functions;
    OR:
  2. Associates degree in accounting, business administration or related field, including or supplemented by 18 credit hours in accounting and five (5) years of full-time, paid experience in accounting or financial administration, one year of which must be in a position involving the major responsibility for fund accounting functions.
