DEPUTY SUPERINTENDANT OF WATER & WASTEWATER

DISTINGUISHING FEATURES OF THE CLASS:
The incumbent in this position provides administrative support to the Superintendent of Water and Wastewater.  The incumbent provides advice and counsel to clientele and assists in the supervision of the staff.  He/she will exercise independent judgment in areas of responsibility and concern, and may act as Superintendent in his/her absence.  Does related work, as required.

TYPICAL WORK ACTIVITIES: 
Assists in training personnel in the efficient performance of their duties including standard practices and methods and good safe work habits;
Instructs personnel in the efficient safe operation of mechanical equipment;
Assists in the establishment and maintenance of records to achieve cost controls;
Assists in planning studies;
Assists in the preparation of annual operating budgets;
Conducts periodic employee performance evaluations;
Assists in the planning and coordinating of additions, repairs and improvements to Treatment Plants and equipment, distribution lines and treatment processes;
Supervises a variety of financial activities including customer billing, adjustment of water and sewer bills, checks computations, estimate charges when necessary and oversees meter installations and replacements;
Meets with and fosters positive relationships with governmental agencies, employees, union members and other City employees regarding water and wastewater activities;
Instructs meter readers, issues meter book and checks readings for completeness and accuracy;
Assist the IPP program, as necessary;

FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES, AND/OR PERSONAL CHARACTERISTICS: Thorough knowledge of modern methods, tools, terminology of equipment, and safety related to the operation and maintenance of the municipal water treatment and distribution system and a municipal wastewater pumping and treatment system.  Working knowledge of the principles and practices of public personnel administration.  Good knowledge of a variety of standard bacteriological and chemical tests for wastewater and water.  Ability to supervise large groups of personnel.  Ability to foster and maintain good working relationships with employees and public.  Ability to train personnel, good written expression, ability to understand and carry out complex oral and written instructions, and solve administrative and organizational problems, honesty and integrity, courtesy and fairness.

MINIMUM QUALIFICATIONS: Graduation from high school, or possession of an appropriate equivalency diploma recognized by the NYS Department of Education, AND:

  1. Graduation from a college or university recognized by the University of the State of New York with a Bachelor’s degree in sanitary, chemical, environmental, civil engineering or related field,
    OR:
  2. Possession of an Associate’s Degree with two (2) years of responsible experience in the operation and maintenance or construction of water or wastewater treatment systems, at least one (1) year of which was in a responsible supervisory capacity,
    OR:
  3. Four (4) years of responsible experience in the operation and maintenance or construction of water or wastewater treatment systems, at least one (1) year of which was in a responsible supervisory capacity.
