Director of Administrative Services

DISTINGUISHING FEATURES OF THE CLASS: This administrative position involves responsibility for the supervision and coordination of the fiscal and operating affairs of the Department of Social Services.  In addition to supervising all accounting and fiscal operations, the incumbent has charge of the conduct and implementation of internal administrative studies and is responsible for recommending policies and procedures in the administrative services area of Social Services. The work is performed under the direction of the Commissioner of Social Services in accordance with established policies and objectives, permitting the frequent exercise of independent judgment.  Direct supervision is exercised over the accounting division and all Information Systems within the department.  Does related work, as required.

TYPICAL WORK ACTIVITIES:
Plans, directs, and coordinates various functions such as accounting, payroll, purchasing,contract management and inventory control including claims processing to maximize federal and state reimbursement;
Assists in the preparation of the agency's administrative budget;
Assists in the formulation of policies and procedures for the non-programmatic administration of the department;
Interprets state department of social services bulletins, directives, and other procedural material within area of responsibility and develops administrative procedures to implement them;
Maintains contacts with all departmental units, other County departments and with community groups in areas of assigned responsibility;
Coordinates the department's various computer systems including welfare management system and office automation program;
Prepares a variety of accounting, statistical and narrative reports;
Coordinates and supervises the operation of the telephone switchboard and related functions;
Oversees equipment purchase, maintenance and repair;
Coordinates the department's records management program including storage, inventory   purging, microfilming and recycling.

FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND/OR PERSONAL CHARACTERISTICS: Thorough knowledge of management information systems; good knowledge of current principles and practices of business administration, accounting and budgeting pertaining to Social Services; good knowledge of the policies, laws and  regulations affecting Social Services activities; ability to understand and carry out complex written and verbal instructions; ability to plan, evaluate and direct the work of others; ability to train and supervise employees in office methods and procedures; ability to establish and maintain cooperative relations with the public and other agencies; ability to prepare accounting, statistical and narrative reports for Social Services; ability to perform close, detail work involving considerable visual effort and strain; ability to operate a computer terminal; good judgment.

MINIMUM QUALIFICATIONS:  Graduation from high school or possession of an appropriate equivalency diploma recognized by the NYS Department of Education, AND EITHER:

  1. Graduation from a regionally accredited or NYS registered college or university with a Master's degree in Business Administration, Accounting or related field AND two (2) years of full-time, paid experience in a management level position including at least one year in a public agency, with experience in management information systems.

  2. Graduation from a regionally accredited or NYS registered college or university  with a Bachelor’s degree in Business Administration, Accounting or related field AND four (4) years of full-time, paid experience as indicated in (1) above.
