Jail Superintendent

DISTINGUISHING FEATURES OF THE CLASS: This position involves administration and supervisory responsibility for the safe, efficient, and secure operation of the Genesee County Jail.  The work is carried out in accordance with the New York State Correction Law; New York State Commission of Correction Minimum Standards; and local rules, regulations and operating procedures, with judgment and initiative exercised by the Jail Superintendent in assuring proper standards are maintained.  Works under the supervision of the Sheriff and/or his designee.  Does related work, as required.

TYPICAL WORK ACTIVITIES:
Oversees and directs the operations of the Jail to establish and maintain high standards of operations in areas of inmate discipline, segregation, security and supervision, inmate classification, safety, recreation, food service, health services, visitation, and the provision of legal services;
Supervises the scheduling and work assignments of Correction Officers and subordinate personnel;
Evaluates the performance of correctional personnel and corrects, counsels, or recommends discipline when performance falls below acceptable standards;
Oversees appropriate policies and programs to provide for the effective care of inmates, including but not limited to, such areas as health, hygiene, food, education, mental health, religion, legal rights, and secure transportation;
Conducts inspections of Jail facility and grounds to ensure that their condition and ongoing maintenance is in accordance with all legal and safety requirements and provides secure inmate custody and control;
Administers Jail kitchen, commissary, inventory, and laundry services;
Has responsibility for maintaining monies relating to phases of Jail operation, specifically those relating to commissary, bail, and personal monies maintained for inmates;
Oversees inmate work release and educational programs;
Maintains records and prepares reports as required by the New York State Commission of Correction;
Interviews inmates and investigates backgrounds to determine their suitability for various work assignments;
Reviews written reports concerning incidences of inmate disturbances or injuries and may conduct further investigations;
Administers terms and conditions of employment as contained in Collective Bargaining agreements covering assigned subordinates;
Interviews candidates for appointment to correctional and jail support positions in order to make hiring recommendations;
Coordinates the housing of federal prisoners with the Immigration and Naturalization Service and Unites States Marshall’s Service;
Supervises the maintenance of records relating to inmates, booking, identification, fingerprints and custody of inmate property;
Supervises the administration of courses of instruction for Jail personnel;
Adapts and develops new or revised practices for security, inmate custody, and control in response to changing situations in the Jail facility by evaluation of problems by on-site inspection and consultation with employees;
Establishes policies, procedures, rules and regulations for the effective and efficient management of the Jail;
Develops security plans for the facility including access, issuance and use of keys, weapons, and other equipment;
Monitors Jail expenditures and adheres to budget with regard to staffing, overtime, capital outlays, and line items;
Interacts with various State and County agencies (ie.: State Commission of Correction, Public Defender, District Attorney, Mental Health, etc.);
Appears, as requested, before the County Legislature or Committees to explain Jail operations, expenses, etc.;
Prepares timely, accurate and comprehensive financial, statistical, staffing and other analytical reports;
Manages liability exposure;
Is responsible for keeping the Sheriff and Undersheriff informed on all matters relating to Jail operations;
Accomplishes related work and responds to special requests of the Sheriff and Undersheriff.

FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND/OR PERSONAL CHARACTERISTICS: Thorough knowledge of correctional institutional management procedures, including the care and custody of inmates; thorough knowledge of the New York State Correction Law and New York State Commission of Correction Minimum Standards for management of County Jails; ability to serve in a managerial confidential relationship with the Sheriff and Undersheriff; ability to establish and maintain effective relations with visitors, inmates, civilians and staff; ability to instruct and supervise others; ability to understand and execute difficult written and oral instructions; good knowledge of management and budgeting procedures; ability to control inmates in a firm, fair equitable and socially acceptable manner, ability to operate computer, including word processing and other software programs; good judgment, good character.

MINIMUM QUALIFICATIONS: Graduation from high school or possession of an appropriate equivalency diploma recognized by the New York State Department of Education, AND EITHER:

Graduation from a recognized college or university with a Bachelor’s Degree and four (4) years experience in Law Enforcement, Prison or Correction’s work, at least two (2) years of which must have been in a responsible supervisory and/or administrative capacity;
OR:
Graduation from a recognized college or university with an Associate’s Degree and six (6) years of experience in Law Enforcement, Prison, or Correction’s work, as least two (2) years of which must have been in a responsible supervisory and/or administrative capacity;
OR:
Eight (8) years of experience in Law Enforcement, Prison or Correction’s work at least three (3) years of which must have been in a responsible supervisory capacity.

SPECIAL REQUIREMENT FOR APPOINTMENT AND CONTINUED EMPLOYMENT:
Possession of a valid New York State driver’s license.
