AN OPEN COMPETITIVE EXAMINATION FOR:
MENTAL HEALTH CLINICAL SOCIAL WORKER, O.C. #66-701
SALARY: $22.61 – $26.47 per hour, (2019) Genesee County.
VACANCY: Genesee County Mental Health as four (4) positions currently held by provisionally appointed employees, who may be appointed on a permanent basis if found reachable on a Civil Service list established as a result of this exam. This examination is also being held to establish an eligible list to fill future vacancies, which may occur during the life of the eligible list.
An eligible may receive only one permanent appointment from this list. Once appointed, there will be a Probationary Period of 8 to 52-weeks based on performance of duties.
CANDIDATES MUST BE LEGAL RESIDENTS OF GENESEE, ERIE, LIVINGSTON, MONROE, NIAGARA, ORLEANS OR WYOMING COUNTY AT THE TIME OF EXAMINATION AND FOR AT LEAST TWO MONTHS PRIOR TO THE DATE OF THE EXAMINATION. ELIGIBLE RESIDENTS OF A CIVIL DIVISION MAY BE GIVEN PREFERENCE IN APPOINTMENT TO VACANCIES IN THEIR AREA OF RESIDENCY.

SPECIAL REQUIREMENT FOR APPOINTMENT AND CONTINUED EMPLOYMENT: Possession of a valid NYS Department of Education license in Social Work or limited permit to practice Social Work within 30 days of hire. Valid license must be obtained within 30 days of the expiration of the limited permit.
SPECIAL REQUIREMENT FOR APPOINTMENT AND CONTINUED EMPLOYMENT Cont’d: *Eligibility for a Licensed Master Social Worker license requires: (1) good moral character, (2) being at least 21 years of age, (3) meeting education and examination requirements, and (4) completing coursework or training in the identification and reporting of child abuse offered by a New York State approved provider. Education requirements: possession of a Master’s Degree in Social Work or its equivalent (e.g. a higher degree from a social work program that is registered by the Department of Education as licensure qualifying, accredited by the Council on Social Work Education or determined by the Department of Education to be substantially equivalent to a registered program as defined in Sections 74.1 and 42.30 of the Commissioner’s Regulations.)
A copy of an official transcript is acceptable for the purpose of taking this examination, however, at such time a candidate is offered an appointment, an official sealed transcript with a raised college seal must be on file with Human Resources prior to the appointment.
NOTE: You may file for this examination if you expect to complete the educational requirement by June 30, 2020. If successful on the examination, however, you will not be certified for appointment until you have submitted proof of completion of the educational requirements to Genesee County Human Resources. Proof must be submitted no later than 2 months after the completion date. Failure to do so will result in removal of your name from the eligible list.

A fee of $20.00 is required for each separately-numbered examination for which you apply. The required fee must accompany your application. Personal Checks and Money Orders must be payable to the GENESEE COUNTY TREASURER. Please write the examination number(s) on your personal check or money order. In addition, a waiver of application fee will be allowed if you are determined eligible for Medicaid, or are receiving Supplemental Security Income payments, or Temporary Assistance for Needy Family assistance or Safety Net Assistance, or are certified Job Training Partnership Act/Workforce Investment Act eligible through a State or local social service agency. TYPICAL WORK ACTIVITIES:
Provides intensive individual and group therapy to individuals with emotional, social and related problems;
Serves as a member of the clinic team, providing social work or psychological expertise, to study and diagnose patients and planning for their treatment;
Provides consultation services for other community agencies to assist them in understanding and dealing with individual cases;
Attends and participates in in-service training programs for clinic staff and staff members of cooperating agencies;
Takes part in speaking engagements, panel discussions and community meetings concerned with community mental health programs;
Refers patients to community agencies which can provide necessary services;
Compiles case records and maintains statistical records on case load and work activities;
May be assigned to coordinate intake process of service requests from individuals and families, other agencies, hospitals and legal system including courts, probation and law enforcement;
May be assigned to coordinate client services through the forensic evaluation process;
May administer and score psychological tests within the scope of their professional discipline as part of the diagnostic study of patients;
Serves as a member of the “On Call” team;
Participates as a member of the emergency crisis intervention team on call after normal office/business hours;
May transport clients;

EXPANDED SUB-TEST DESCRIPTION: Preparing Written Material-These questions test for the ability to present information clearly and accurately, and to organize paragraphs logically and comprehensibly. For some questions, you will be given information in two or three sentences followed by four restatements of the information. You must then choose the best version. For other questions, you will be given paragraphs with their sentences out of order. You must then choose, from four suggestions, the best order for the sentences.
Developing & Implementing Treatment in a Social Work Program-These questions test for knowledge, understanding, and ability to apply social work concepts, theories, standards, principles, and practices in various settings. Questions may cover such topics as assessment, development, implementation, monitoring and evaluation of treatment for individuals and families; coordination of services; advocacy and counseling for individuals and families of all backgrounds; and crisis intervention.
Working With Individuals to Promote Mental Health-These questions test for knowledge of characteristics, causes and treatment methods associated with working with individuals who may have mental, developmental, physical, social and substance abuse disorders and/or disabilities. Questions cover such topics as establishing, maintaining and terminating client relationships; recognizing, interpreting, and responding to individual and group behaviors, as well as crisis situations; and facilitating access to essential services such as financial, housing, medical, educational, legal, vocational, and recreational.
Interviewing-These questions test for knowledge of the principles and practices employed in obtaining information from individuals through structured conversations. These questions require you to apply the principles, practices, and techniques of effective interviewing to hypothetical interviewing situations. Included are questions that present a problem arising from an interviewing situation, and you must choose the most appropriate course of action to take.

However, candidates may find information in the publication 'General Guide to Written Tests' helpful in preparing for this test. CROSS-FILING:If you have applied for other local government or state examinations, call or write to each civil service agency to make arrangements no later than two weeks before the date of the examinations. ACTIVE MILITARY MEMBERS: Any member of the armed forces of the United States who has duly filed an application to compete in a scheduled competitive examination but was deprived of the opportunity to compete in the examination due to active military duty could be provided with a special Current members of the Armed Forces may apply for Veteran’s credits by filing an “Application for Veteran’s Credits” (Form VC-1). The “conditional” status of the additional credits will remain until proof is provided indicating that the service was in time of war and that the veteran received an honorable discharge, or was released under honorable circumstances.
VETERANS: Additional credits are available to veterans who meet certain established requirements. Veterans who have not exhausted their credits should make application for their use, if desired. A COMPLETED APPLICATION FOR VETERANS CREDITS (FORM VC-1) AND a COPY OF SEPARATION PAPERS (FORM DD-214) MUST BE RECEIVED BEFORE THE ELIGIBLE LIST FOR THIS EXAMINATION IS ESTABLISHED IN ORDER TO UTILIZE ADDITIONAL CREDITS. DISABLED VETERANS MUST SUBMIT, IN ADDITION, A COPY OF FORM VC-3 (AUTHORIZATION FOR DISABILITY RECORD). CHILDREN OF FIREFIGHTERS AND POLICE OFFICERS KILLED IN THE LINE OF DUTY: In conformance with Section 85-a of the Civil Service Law, children of firefighters and police officers killed in the line of duty shall be entitled to receive an additional ten points in a competitive examination for original appointment in the same municipality in which his or her parent has served. If you are qualified to participate in this examination and are a child of a firefighter or police officer killed in the line of duty in this municipality, please inform this office of this matter when you submit your application for examination. A candidate claiming such credit must provide the necessary documentation to verify additional credit eligibility within thirty (30) days of the examination date. No credit may be added after the eligible list has been established.
PUBLIC SERVICE LOAN FORGIVENESS: College graduates with student loans may be eligible to have part of their loan paid for after being employed in a full-time position at Genesee County.
