Personnel Assistant

DISTINGUISHING FEATURES OF THE CLASS:  These duties involve responsibilities for assisting the Personnel Officer in administering civil service and other personnel functions within the County.  The work is performed under the general supervision of, and in accordance with, policies and guidelines established by the Personnel Officer.  Considerable latitude is given for the exercise of independent judgment in carrying out details of the work.  The Personnel Assistant has responsibility for much of the routine day-to-day operation of the office including the maintenance of civil service records, and serving as a resource for public employers, employees and the public in matters pertaining to civil service and other personnel functions.  Skill in typing is necessary for satisfactory job performance.  Does related work, as required.

TYPICAL WORK ACTIVITIES:
Assists the Personnel Officer in carrying out civil service functions such as maintenance of records and payroll certifications;
Maintains roster file of all employees under the jurisdiction of the Personnel Office;
Reviews payrolls to determine if employees under the jurisdiction of the Personnel Office are being paid in accordance with the Civil Service Law and Local Rules;
Studies job classification questionnaires and makes recommendations as to classification or reclassification of positions;
Adjusts exam announcements to reflect recruitment needs and legal requirements;
Reviews eligible list for proper composure and certification;
Acts as consultant on personnel, Civil Service Law and Rules to department heads, supervisors and employees;
Supervises office procedures and records to assure high standards;
Reviews promotions, appointments, removals, transfers and other personnel actions for conformity with policy and legal requirements;
Provides the Personnel Officer with input for the resolution of labor contract grievances and the preparation of negotiation proposals;
Reviews unemployment claims, makes appropriate response;
Consults with department heads and the New York State Unemployment Insurance Office regarding the unemployment insurance eligibility of terminated employees;
Performs enrollment and billing processes for various employee medical insurance programs;
Maintains leave credit accounts for all employees;
Performs various other clerical and para-professional duties as assigned by the Personnel Officer.

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND/OR PERSONAL CHARACTERISTICS:  Good knowledge of the Civil Service Law and Local Civil Service Rules and Regulations; thorough knowledge of civil service records, personnel actions and payroll certification practices; ability to compile statistics, prepare correspondence and reports; ability to communicate effectively with others; ability to plan and supervise the work of others; ability to type at an acceptable rate of speed; initiative; resourcefulness; dependability; good judgment; tact and courtesy.

MINIMUM QUALIFICATIONS:  Graduation from high school or possession of an appropriate equivalency diploma recognized by the NYS Dept. of Education, AND EITHER:

  1. Five years of progressively responsible clerical experience involving the use of a typewriter, two years of which must be in payroll and/or personnel transactions and two years of supervision over subordinate clerical positions;
    OR:
  2. Possession of an A.A.S. degree in business or secretarial studies, plus three years of responsible clerical experience as in (A) above, including two years of supervision over subordinate clerical positions;
    OR:
  3. Any combination of training and experience equivalent to (A) and (B) above indicating the ability to perform the duties of the job.
