Public Works Supervisor - City

DISTINGUISHING FEATURES OF THE CLASS: This is important supervisory work involving responsibility for overseeing the construction, maintenance and repair of streets and sidewalks, storm and sanitary wastewater lines, parks and recreation areas, street and traffic signs and signals, the removal of snow, and other municipal public-works activities.  An employee in this class has considerable leeway for the exercise of independent judgment in planning the methods, order and assignment of tasks, in accordance with general instructions and policies received from departmental administrators.  Supervision is exercised over a number of skilled and semi-skilled subordinates.  Does related work, as required.

TYPICAL WORK ACTIVITIES:
Supervises the cleaning, construction and repair of storm and sanitary wastewater lines and catch basins;
Supervises the patching, resurfacing and cleaning of streets, the replacement of curbing and the repair of sidewalks;
Supervises snow removal and ice control activities on streets, sidewalks, and parking areas;
Supervises the maintenance and repair of parks and recreation areas;
Supervises the maintenance and construction of traffic and street signs, the marking of streets and the maintenance of traffic signals and fire alarm boxes;
Instructs subordinates in the operation of equipment such as trucks, rollers, sweepers, backhoes and other equipment, and in proper methods of performing tasks;
Assigns and schedules crews to specific tasks;
Occasionally performs skilled mechanical or construction tasks;
Assists the superintendent in the planning of bureau activities, and assumes the duties of the superintendent in his absence;
Maintains a variety of activity and personnel records, and submits oral and written reports;
Schedules and supervises the maintenance and repair of public-works equipment;
Recommends hiring, firing, and other personnel actions.

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND/OR PERSONAL CHARACTERISTICS: Thorough knowledge of the practices, tools, terminology and equipment used in general public works activities; thorough knowledge of the geography of the city with reference to the location of streets, sidewalks, and storm and sanitary wastewater lines; good knowledge of the maintenance and repair of parking meters, electric traffic signals, fire alarm systems; good knowledge of the operation, preventive maintenance and repair of automotive equipment, including rollers, graders, sweepers, and bulldozers; good knowledge of first aid; ability to effectively plan and supervise the  work of others; ability to train subordinates; ability to understand and carry out complex oral and written instructions; ability to understand plans and blueprints; dependability; resourcefulness; initiative; good physical condition commensurate with the demands of the job.

MINIMUM QUALIFICATIONS:  Graduation from high school or possession of an equivalency diploma recognized by the NYS Department of Education; AND:

  1. Graduation from a recognized and accredited two-year college with major in engineering technology, drafting, construction, or the building trades, and three years of highway construction and maintenance experience, including two years of supervisory experience;
    OR:
  2. Five years of highway construction and maintenance experience, including two years of supervisory experience;
    OR:
  3. Any equivalent combination of training and experience indicating the ability to perform the duties of the job.

SPECIAL REQUIREMENT FOR APPOINTMENT AND CONTINUED EMPLOYMENT:

Possession of an appropriate valid New York State Driver’s License.
