Systems Support Technician I

DISTINGUISHING FEATURES OF THE CLASS:  This entry-level technical position involves responsibility for developing and modifying information systems, and for providing support for jurisdictions or department systems and users.  Employees in this class perform tasks associated with the maintenance, operation and modification of existing information systems as well as the implementation of new application software and databases.  The incumbent may assist with routine customer support and training for applications and operating systems, and the position may also have responsibilities which include other general duties connected with efficient department IT operations.  work is performed under the direct supervision of higher level IT or department staff, with some leeway for independent judgment.  The work is carried out in conformance with instructions and involves prompt actions to maintain schedules, recognize problems and initiate corrective action.  The incumbent is expected to be a team player.  Shift work and on-call duties may be required.  May perform a variety of data entry and clerical functions as necessary.  Does related work, as required.

TYPICAL WORK ACTIVITIES:
Develops, validates and documents simple code, and trains users and IT operations;
May assist IT Operations, Customer Support and department IT staff with the implementation of new application systems such as third-party applications, database software and integrated packaged systems, including user training and testing of the integrated system performing the intended business processes;
Assists Customer Support in the identification and resolution of routine problems with applications and operating systems;
May assist in providing orientation, training and technical assistance to employees in the use of applications and systems, in the use of mobile computing, electronic networks and e-mail, in training new employees in the use of systems and in providing information on minor systems changes to all employees;
Accesses Web sites and may assist in preparing, organizing and delivering Internet/Intranet publishing and reporting information (e.g. Web pages, etc.);
May assist in providing liaison between user departments and state or federal agencies for department applications;
Assists in the operation and maintenance of department or jurisdiction systems, in implementing local procedures when changes occur to local applications and in upgrading department applications software as needed, as well as assisting users’ completion of computer-cased/on-line training;
Prepares necessary reports to user department and state and federal agencies;
Identifies and proposes solutions to minor issues with state and federal agencies, such as duplicates;
Routinely maintains systems and scans for viruses, performs scheduled backups;
Assists users with routine programming tasks for standard computing and communications equipment and software;
May assist in establishing schedules for data entry work, including deadlines, reports scheduling, equipment backups, etc. and assist co-workers with problem resolution, and train new data entry operators;
Reviews data entry work, recommends changes in procedures and refers serious problems to supervisor;
Ensures system-related reports from department, applications are requested and distributed properly and on schedule, incorporates new reports into schedules and notifies appropriate staff, and follows instructions for requesting certain non-system generated reports;
May assist n determining security functions to be assigned to staff and workstations;
Assists in maintaining security in departmental systems, including adding/deleting/changing functions for department users and workstations;
Downloads/uploads data from/to local or state/federal agency servers to/from local computers and runs scheduled programs and updates accurately;
Updates databases as necessary and runs local database programs;
Assists with systems inventory management; and maintains records of functions assigned to staff and workstations;
Updates manuals as necessary; and maintain report and distribution logs;
Attends job-related training and user groups;
Provides back-up for clerical personnel and/or other team members and performs a variety of data entry and clerical functions as necessary.

FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND/OR PERSONAL CHARACTERISTICS:  Working knowledge of the systems development process; working knowledge of programming techniques; working knowledge of the operation, use and general maintenance of a computer system and peripherals and the operations of communications networks/telephone systems; working knowledge of standard off-the-shelf applications, e-mail and the Internet; working knowledge of computer and network operating systems; working knowledge of job operations scheduling and work control language; ability to communicate effectively, both orally and in writing; ability to work well in teams; good initiative and self-motivation.

MINIMUM QUALFICATIONS:  Graduation from high school or possession of an appropriate equivalency diploma recognized by the NYS Department of Education AND EITHER:

  1. An Associate’s Degree from a regionally accredited or NYS registered college or university in Accounting, Business Administration, Computer Science, Computer Information Systems, or related field,
    OR
  2. Two (2) years of full-time paid experience n the design, implementation or delivery of information systems. FOR EXAMPLE: Information processing/communications operations, programming or project work, etc.
