AN OPEN COMPETITIVE (DECENTRALIZED) EXAMINATION FOR:

WATER/WASTEWATER TREATMENT PLANT OPERATOR/TRAINEE, O.C. #51-19

SALARY:  Salary varies in Civil Divisions under the jurisdictions of Genesee County Civil Service.

VACANCY:  The City of Batavia has one (1) position currently held by a provisionally appointed employee, who may be appointed on a permanent basis if found reachable on a civil service list established as a result of this exam.  This examination is also being held to establish an eligible list to fill future vacancies, which may occur during the life of the eligible list.

An eligible may receive only one permanent appointment from this list. Once appointed, there will be a Probationary Period of 8 to 78-weeks based on performance of duties.

CANDIDATES MUST HAVE BEEN LEGAL RESIDENTS OF GENESEE COUNTY FOR AT LEAST TWO (2) MONTHS PRIOR TO THE DATE OF THE WRITTEN EXAMINATION, AND MUST HAVE CONTINUED THEIR RESIDENCY THROUGH THE PERIOD LEADING TO THEIR INITIAL APPOINTMENT. ELIGIBLE RESIDENTS OF A CIVIL DIVISION MAY BE GIVEN PREFERENCE IN APPOINTMENT TO VACANCIES IN THEIR AREA OF RESIDENCY.

A single eligible list will be established as a result of this examination and will be used to fill vacancies as they occur.  Candidates who are successful in this examination and who have the proper grade certificate issued by the New York State Department of Health (for Water Treatment Plant Operator) or the New York State Department of Environmental Conservation (for Wastewater Treatment Plant Operator), will be certified for appointment at the Operator level.  Other eligibles will be certified at the Trainee level and will be advanced to the journey level without further examination upon satisfactory completion of the certificate requirement. The probationary term will be as specified in the Genesee County Civil Service Rules & Regulations.

MINIMUM QUALIFICATIONS: Candidates must meet one of the following requirements on or before the date of the written test:

Water Treatment Plant Operator Trainee or Wastewater Treatment Plant Operator Trainee - Graduation from high school or possession of an appropriate equivalency diploma recognized by the NYS Department of Education, [PLEASE PROVIDE THIS INFORMATION ON YOUR APPLICATION].

Water Treatment Plant Operator  -  Graduation from high school or possession of an appropriate equivalency diploma recognized by the NYS Department of Education; successful completion of appropriate level water treatment operator courses approved by the New York State Health Department; AND one year of acceptable operating experience in a water treatment plant with facilities for filtration, [IF CLAIMED, PLEASE INDICATE ALL TRAINING AND EXPERIENCE ON YOUR APPLICATION].

Special Requirement for Acceptance of Applications – Eligibility for a Grade 2-A Water Treatment Operator certificate issued under the provisions of the New York State Sanitary Code at time of application.  Possession of the certificate at the time of appointment.

Wastewater Treatment Plant Operator – Graduation from high school or possession of an appropriate equivalency diploma recognized by the NYS Department of Education; successful completion of an appropriate course of instruction approved by the Commissioner, Department of Conservation; AND one (1) year of operating experience at a Wastewater Treatment Plant with a point score of 31 or greater and the ability to perform necessary tests, [IF CLAIMED, PLEASE INDICATE ALL TRAINING AND EXPERIENCE ON YOUR APPLICATION].

Special Requirement for Acceptance of Applications – Eligibility for a Grade 2A certificate issued under the provisions of the New York State Sanitary Code.  Possession of the certificate at the time of appointment.

NOTE – FILING FEES: (The acceptance of your application is dependent upon your following these instructions accurately):

A fee of $20.00 is required for each separately-numbered examination for which you apply.  The required fee must accompany your application.  The fee may be submitted in the form of either CASH or CREDIT CARD (if delivered in person), PERSONAL CHECK or MONEY ORDER, (if by mail)Personal Checks and Money Orders must be payable to the GENESEE COUNTY TREASURER.  Please write the examination number(s) on your personal check or money order.  YOUR APPLICATION FEE WILL NOT BE REFUNDED if you do not meet the requirements for admission to the examination. TYPICAL WORK ACTIVITIES:

Water/Wastewater Treatment Plant Operator/Trainee:

Performs study and reading assignments, observes demonstrations, and otherwise learns the techniques of operation and maintenance of a Water/Wastewater Treatment Plant;

Learns and assists in the operation and adjustment of pumps, valves, screens, and related mechanical equipment;

Learns and assists in the inspection, maintenance and repairs of pumps, valves, screens, and related mechanical equipment;

Learns and assists in the making of tests to determine chlorine residual;

Cleans channels, screens, tanks, and other equipment;

Learns and assists in the preparation and maintenance of activity records and reports;

Learns and assists in the making of physical tests of water for color, odor and taste;

Learns and assists in the making of chemical tests of water for alkalinity and residual chlorine;

Learns and assists in regulating and adjusting chlorinators and other chemical feeders, washing filters and settling basins;

Performs increasingly responsible duties as assigned in the operation and maintenance of a Water/Wastewater Treatment Plant.

Water Treatment Plant Operator:

Operates pumps, valves, motors and related machinery and equipment:

Performs maintenance work and makes minor repairs to machinery and equipment;

Records readings of meters, gauges and scales;

Regulates and adjusts chlorinators;

Washes filter beds and settling basins;

Takes samples of water and makes necessary tests for control of plant operation;

Assists in the instruction of trainees;

Supervises the work of laborers and other subordinate employees;

Keeps a log of plant operations and related records;

Performs custodial duties in connection with maintenance of buildings and grounds.

Wastewater Treatment Plant Operator:

Starts and stops pumps, motors, air compressors, and related machinery and equipment;

Makes minor repairs to machinery and equipment;

Records readings from meters and gauges;

Treats and disposes of sludge;

Operates trickling filters;

Adds chlorine to wastewater;

Takes samples of wastewater for testing;

Makes necessary tests for control of plant operation;

Assists in the instruction of trainees;

Supervises the work of laborers and other subordinate employees;

Keeps a log of plant operations and related records;

Performs custodial duties in connection with maintenance of buildings and grounds;

May maintain records, generate reports and correspondence concerning the Industrial Pretreatment Program.

SUBJECT OF EXAMINATION: The written test is designed to test for knowledge, skills, and/or abilities in such areas as:

5. Understanding and Interpreting Written Material
6. Basic Mathematics

USE OF A CALCULATOR IS RECOMMENDED FOR THIS EXAMINATION.  QUIET, HAND-HELD, SOLAR OR BATTERY POWERED CALCULATORS ARE PERMITTED.  CELL PHONES OR DEVICES WITH TYPEWRITER KEYBOARDS ARE PROHIBITED.

EXPANDED SUB-TEST DESCRIPTION:

Mechanical Aptitude
These questions test your ability to identify and understand how basic mechanical instruments such as motors and gears work.

Safety Practices – These questions test your knowledge of basic safety practices.

Tools and Reading of Scales and Gauges – These questions test your ability to recognize or identify basic tools and their common uses and to make accurate readings of various types of dials, scales and gauges.

Elementary Chemistry and General Science – These questions test your knowledge of basic processes and concepts in chemistry and general science.

Understanding and Interpreting Written Material – These questions test how well you comprehend written material.

Basic Mathematics – These questions test your ability to use addition, subtraction, multiplication and division to solve basic arithmetic problems that might be encountered in water and wastewater treatment plant operations.  Questions may also involve the use of fractions, decimals, averages, and percents.

CROSS-FILING: If you have applied for other local government or state examinations, call or write to each civil service agency to make arrangements no later than two weeks before the date of the examinations.  You must notify all local government civil service agencies with whom you have filed an application of the test site at which you wish to take your examinations.  The “Cross-filer Form” for Genesee County can be obtained at Genesee County Human Resources, 15 Main St., Batavia, NY 14020 or from our website, www.co.genesee.ny.us.

NOTE: Religious Accommodations, Persons with Disabilities or Active Military: If special arrangements for testing are required, please indicate this on your application. An explanation of your need for special testing accommodations must be attached to your application.  If due to disability – medical documentation must be provided.

ACTIVE MILITARY MEMBERS: Any member of the armed forces of the United States who has duly filed an application to compete in a scheduled competitive examination but was deprived of the opportunity to compete in the examination due to active military duty could be provided with a special military make-up examination.

Current members of the Armed Forces may apply for Veteran’s credits by filing an “Application for Veteran’s Credits” (Form VC-1).  The “Application for Veteran’s Credits” can be obtained at Genesee County Human Resources, 15 Main St., Batavia, NY 14020 or from our website at, www.co.genesee.ny.us. Proof of military status must also be presented and verified in order for consideration of granting of “conditional” Veteran’s credit.  Acceptable proof may include a military I.D. card, military orders, or other official military document that substantiates active military service at time of exam. This documentation and VC-1 Form must be received prior to the establishment of the Eligible List for this examination.  The “conditional” status of the additional credits will remain until proof is provided indicating that the service was in time of war and that the veteran received an honorable discharge, or was released under honorable circumstances.

VETERANS: Additional credits are available to veterans who meet certain established requirements.  Veterans who have not exhausted their credits should make application for their use, if desired.  A COMPLETED APPLICATION FOR VETERANS CREDITS (FORM VC-1) AND a COPY OF SEPARATION PAPERS (FORM DD-214) MUST BE RECEIVED BEFORE THE ELIGIBLE LIST FOR THIS EXAMINATION IS ESTABLISHED IN ORDER TO UTILIZE ADDITIONAL CREDITS.  DISABLED VETERANS MUST SUBMIT, IN ADDITION, A COPY OF FORM VC-3 (AUTHORIZATION FOR DISABILITY RECORD). CHILDREN OF FIREFIGHTERS AND POLICE OFFICERS KILLED IN THE LINE OF DUTY: In conformance with Section 85-a of the Civil Service Law, children of firefighters and police officers killed in the line of duty shall be entitled to receive an additional ten points in a competitive examination for original appointment in the same municipality in which his or her parent has served. If you are qualified to participate in this examination and are a child of a firefighter or police officer killed in the line of duty in this municipality, please inform this office of this matter when you submit your application for examination. A candidate claiming such credit must provide the necessary documentation to verify additional credit eligibility within thirty (30) days of the examination date. No credit may be added after the eligible list has been established.

PUBLIC SERVICE LOAN FORGIVENESS: College graduates with student loans may be eligible to have part of their loan paid for after being employed in a full-time position at Genesee County.
