The Genesee County Job Development Bureau (GCJDB) was founded in October 1973 originally under the name of “Manpower”.  The Job Development Bureau’s purpose is to provide programs and services which will result in our customers becoming self-sufficient, achieving their career goals, and becoming part of the skilled workforce of Genesee County and the surrounding labor market area.  As a partner in the Career Center, the Job Development Bureau staff assists a broad range of customers providing services as part of the seamless workforce development system.

We provide direct services to unemployed and under employed adults, those without a HS Diploma, out of school youth, public assistance recipients and others who have barriers inhibiting them from securing and retaining employment.

Create

We provide Workforce Innovation and Opportunity Act (WIOA) services through the GLOW Workforce Development Board to:

  • Adults
  • Dislocated Workers
  • Youth
  • Trade Adjustment Act Assistance (job loss as a result of increased imports)

These services include career assessment, work readiness, career counseling and case management, occupational skills and post-secondary training, support, mentoring, work experience, placement and retention assistance, and follow-up services.

We offer a Summer Youth Employment Program (SYEP) with funding through Temporary Assistance for Needy Families (TANF). This program introduces youth to the workforce and helps them acquire skills that can be used to improve school performance and become responsible adults. This program also provides youth with income and experience in the workforce.

Championing the Cause
Employers need to hire the right workers and workers need to build the right skillsets to get hired. Workforce development happens when businesses, community leaders and other groups take specific actions to connect the dots between job seekers, training programs and employers.

We have developed a comprehensive, accessible, and high-quality workforce development system which strengthens the Genesee County economy by identifying skill gaps between jobseekers and
employment opportunities, fostering data-driven decision making, and connecting workforce development partners into a cohesive, collaborative and effective network.

We will continue to work to better align these systems with education, training and
economic development initiatives to create a collective response to labor market challenges.
Our goal is to improve the quality of our workforce, increase self-sufficiency,
meet hiring needs for employers and connect job seekers with careers or
the training opportunities and supports they need to be successful.

WIOA Award Winners and Job Development Staff

The Job Development Bureau receives its direction through the Genesee County Legislature, NYS Department of Labor, GLOW Workforce Development Board, and the Human Service Advocacy Committee.  Genesee County does not provide any direct local funding to the Job Development Bureau.  The County does provide in-kind services, which enable the Bureau to use more of its Federal and State funding on services directly benefiting our customers.  The GLOW Workforce Development Board members donate their time in partnership with the Chief Elected Officials of the GLOW Workforce Innovation and Opportunity Area providing oversight, setting the policies and approving annual programs and operating plans.


The Job Development Bureau is an active partner in the  Genesee County Interagency Council,
the Health and Human Services Focus Group,  GLOW Workforce Development Board, GLOW Emerging Worker Council, Genesee County Youth Bureau Board, Genesee Region Advisory Committee for People with Disabilities, GLOW with Your Hands Committee, Juvenile Justice Committee,  Batavia Housing Authority Board,  Job Corps Community Relations and Workforce Council, and
the Chamber of Commerce Business Development Committee.
