Authorized under the New York State Mental Hygiene Law, the Director of Community Services is responsible for developing and overseeing services and programs in the areas of mental illness, developmental disabilities, and alcoholism & substance abuse. This is accomplished through a combination of county-operated services and contracted services with private not-for-profit corporations. The local services plan is developed under the Mental Hygiene Law and is approved by the Community Services Board. This plan is written by the three subcommittees for mental hygiene; mental health, substance use, and intellectual developmental disabilities.

County-operated services include an Outpatient Clinic for Adults and Children, Case and Care Management Services for both adults and children, 24 Hour Emergency Services, and Community Education on a variety of mental health related topics.

The contracted services are provided through the following private not-for-profit agencies: the Genesee Council on Alcohol and Substance Abuse, Mental Health Association Social Club, GLOW ARC, the Restoration Society's ACE Employment Service, Spectrum Mobile Cares Outreach, and Care and Crisis Helpline.
